Vice Chairman of the Provincial People's Committee Le Quang Hung has just signed and issued Official Dispatch No. 21509/UBND-KTTC, dated December 4, 2025, on the implementation of Official Dispatch No. 213/CD-TTg dated November 11, 2025 of the Prime Minister .
The dispatch stated that, implementing the Prime Minister's dispatch No. 213/CD-TTg dated November 11, 2025 on accelerating the progress of rearranging, arranging, and handling of housing and land facilities after rearranging the apparatus and administrative units at all levels, the Chairman of the Provincial People's Committee requested departments, branches, sectors, and People's Committees of communes and wards to strictly implement the conclusions and directions of the Politburo , the Secretariat and the direction of the Prime Minister in the dispatch No. 213/CD-TTg, identifying this as a key and urgent task that needs to be focused on and directed to be implemented resolutely, synchronously, and effectively; in which, focusing on implementing a number of tasks and solutions as follows:
Provincial departments, branches, sectors, units; People's Committees of communes and wards, based on their assigned functions, tasks and powers, shall preside over and coordinate with relevant units to urgently and resolutely accelerate the progress of rearranging and handling houses and lands under their management in accordance with regulations, ensuring the completion of the rearrangement and handling of public assets, which are houses and lands of Thanh Hoa province, to ensure that the physical facilities (headquarters) for the apparatus under the new model operate continuously, smoothly, without interruption, without affecting the provision of public services, and the settlement of administrative procedures for people and businesses according to the direction of the Prime Minister in Official Dispatch No. 213/CD-TTg dated November 11, 2025; guiding and implementing documents of the Minister of Finance and Plan No. 202/KHUBND dated September 18, 2025 of the Provincial People's Committee.
During the arrangement process, priority is given to the purposes of healthcare, education and training, culture, sports, commune police headquarters and other public purposes, ensuring efficiency, compliance with local planning and State laws.
In case of surplus housing and land after prioritizing use for the above-mentioned purposes, there must be a plan to put them into exploitation and use to serve socio-economic development goals (through land allocation and land lease according to land law) in accordance with land use planning, ensuring strictness and economic efficiency in accordance with legal provisions, Government orientations and instructions of the Ministry of Finance, avoiding loss and waste.
Review and make full and timely statistics of surplus houses and lands that need to be handled to develop a plan to rearrange and handle houses and lands according to the provisions of Decree No. 03/2025/ND-CP dated January 1, 2025 of the Government and Plan No. 202/KHUBND dated September 18, 2025 of the Provincial People's Committee.
During the implementation process, if any problems arise in the arrangement, placement, and handling of houses, land, public assets, or planning-related issues, they must be promptly reported to specialized management departments for guidance on resolution within their authority or synthesized and reported to the Chairman of the Provincial People's Committee, the Provincial People's Committee, and central ministries and branches for consideration and resolution.
The Department of Agriculture and Environment and the Department of Construction, based on their assigned functions, tasks and powers, shall preside over and coordinate with relevant sectors, localities and units to review, study, adjust and update land use planning, urban planning, rural planning and other relevant planning or guide the People's Committees of communes and wards to review, adjust and update planning according to their authority after transferring and converting the functions of houses and land to use as offices, career facilities, medical, educational, cultural, sports facilities, public, defense and security purposes; ensure consistency between types of planning and conformity with plans for arranging and handling houses and land.
The Department of Finance shall preside over and coordinate with relevant sectors and units to continue to urge and guide localities in arranging, organizing and handling headquarters and public assets after rearranging the organizational apparatus and administrative units, ensuring compliance with the direction of competent authorities and legal regulations; publicly disclose information on the progress of arranging and handling headquarters and public assets of each locality on the electronic information portal of the Provincial People's Committee and the Department of Finance.
The Provincial Inspectorate presides over and coordinates with the Department of Finance and relevant sectors and units to research and include relevant contents in the annual inspection plan, in order to strengthen the management, inspection, examination and supervision of the arrangement, organization and handling of headquarters and public assets of agencies, organizations and units under the management of the province.
