The ceremony to announce the decisions on high-level personnel of Petrolimex was solemnly held with the participation of Comrade Nguyen Duc Phong, Deputy Secretary of the Government Party Committee; Comrade Cao Anh Tuan, Deputy Minister of Finance; representatives of the Government Party Committee's Staff Board; representatives of the Department of Organization and Personnel, the State Enterprise Development Department - Ministry of Finance; the Standing Committee of the Group's Party Committee; all members of the Board of Directors; the group representing State capital at the Group; the Board of Supervisors; the Board of Directors; leaders of the Trade Union, Youth Union and Heads and Deputy Heads of the Group's Boards; Chairmen, General Directors/Directors of Petrolimex's Corporations/Companies in Hanoi.
Attending online were the Chairmen and Directors of member Petroleum Companies; Heads of capital representative groups/Capital representatives holding the positions of Chairmen of the Board of Directors/Board of Members; General Directors/Directors of Corporations and Companies with capital contributions from the Group.
According to Decision No. 204-QD/DU dated July 18, 2025 of the Government Party Committee approving the position of Deputy Secretary of the Party Committee of Vietnam National Petroleum Group for the 2020-2025 term and Decision 689/PLX-QD-HDQT of the Board of Directors of Vietnam National Petroleum Group, Board Member - Deputy General Director Luu Van Tuyen officially assumed the position of Deputy Secretary of the Party Committee and General Director of Petrolimex from July 18, 2025.
Speaking at the ceremony, Comrade Nguyen Duc Phong - Deputy Secretary of the Government Party Committee congratulated the Group, in which Comrade Luu Van Tuyen was trusted by the Government Party Committee, the Ministry of Finance, the Party Committee and the Board of Directors of the Vietnam National Petroleum Group to be assigned the tasks of Deputy Secretary of the Party Committee and General Director. Comrade Nguyen Duc Phong asked Comrade Luu Van Tuyen to continue to contribute with the Standing Committee of the Party Committee and the Executive Committee of the Petrolimex Party Committee in the coming time to build the Party, complete political tasks and maximize executive capacity, well implement the policy of the Central Committee, the Politburo, and the Secretariat on double-digit growth.
On behalf of the leaders of the Ministry of Finance - representing the Owner Agency, Comrade Cao Anh Tuan - Deputy Minister of Finance congratulated the Group on completing the position of Deputy Secretary of the Party Committee and General Director for Comrade Luu Van Tuyen. The appointment of Comrade Luu Van Tuyen demonstrates the trust of the Government Party Committee, the leaders of the Ministry of Finance, the Party Committee and the Board of Directors of Petrolimex in the capacity, experience and qualities of Comrade Luu Van Tuyen, and at the same time completes the leadership apparatus so that Petrolimex - one of the key economic groups, holding a strategic position in the energy sector - continues to stabilize and develop in the coming time. Comrade Cao Anh Tuan suggested that Comrade Luu Van Tuyen in his new position should pay attention to implementing the following contents:
- Quickly accept tasks, comprehensively update the Group's production and business situation, closely coordinate with the Board of Directors and Executive Board in the spirit of solidarity and determination to excellently complete the set planning goals.
- Thoroughly grasp and implement the conclusions of the Minister of Finance at the meeting with Groups and General Corporations on July 21, 2025 on key tasks for the last 6 months of 2025; at the same time, develop solutions to contribute to promoting the overall growth of the Ministry of Finance.
- Pay special attention to innovating the management thinking of State-owned enterprises towards modernity, transparency, proactive digital transformation, risk management and constantly improving productivity and quality to successfully complete the task of preserving and developing state capital.
- Well implement strategic orientations on energy security, stabilize the petroleum market and actively contribute to economic growth and social security in the context of many fluctuations in the world.
Member of the Government Party Committee, Party Secretary - Chairman of the Board of Directors Pham Van Thanh, representing the leadership of the Vietnam National Petroleum Group, thanked the Government Party Committee and the Ministry of Finance for their attention and close guidance, which have always accompanied and created favorable conditions for Petrolimex to complete its personnel in the position of Deputy Party Secretary/General Director. This helps the Group stabilize its executive apparatus, strive to complete the planned goals set for 2025; at the same time, strictly comply with the provisions of law for a public company on separating the positions of Chairman of the Board of Directors and General Director. Comrade Pham Van Thanh also expressed his hope and belief that Comrade Luu Van Tuyen will continue to strongly promote the strengths and achievements with drastic and creative management, together with the collective leadership of Petrolimex, continue to promote the tradition of 70 years of construction and growth, strongly innovate, improve competitiveness and develop sustainably in the coming time.
In his response speech, the new Deputy Secretary of the Party Committee - General Director Luu Van Tuyen respectfully thanked the Government Party Committee, the leaders of the Ministry of Finance, the Party Committee - Board of Directors - Board of General Directors and all Petrolimex employees for entrusting him with the important task. Comrade Luu Van Tuyen identified this as not only a great honor but also a heavy responsibility in the context of the Group having many development opportunities but also many challenges, requiring the promotion of the comprehensive leadership role of the Party in enterprises, especially state-owned enterprises, which is a decisive factor in ensuring the goal of stability and sustainable development. In his new position, the new General Director of Petrolimex identified the following orientations: Modernizing the management system, promoting digital transformation, using data to make quick decisions, promptly adapting to the market; Building a corporate culture towards a professional Petrolimex, where every employee has the opportunity to develop; innovating technology to create breakthroughs in areas such as clean energy, logistics and financial management. Under the leadership of the Government Party Committee, the Ministry of Finance, the joint efforts of the Party Committee, the Board of Directors, the Board of Management from the Group to its member units, inheriting the core values that generations of Leaders and the collective of employees have worked hard to cultivate, Petrolimex will continue to move forward, worthy of the trust of the Party, the State, the Government and the expectations of shareholders, partners, customers and Vietnamese consumers.
