This is one of the key national projects, initiated by the Prime Minister to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
The ceremony was broadcast live on Radio - Television and Binh Phuoc Newspaper (BPTV), as well as broadcast live nationwide on Vietnam Television.
Member of the Party Central Committee, Minister of Justice Nguyen Hai Ninh; Member of the Provincial Party Committee, Vice Chairman of the Dak Nong Provincial People's Committee Ton Thi Ngoc Hanh; representatives of corporations and enterprises also attended.
On behalf of Binh Phuoc province's leaders, the groundbreaking ceremony was attended by: Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Ton Ngoc Hanh; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien; Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council Nguyen Tan Hai; Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee Ha Anh Dung. Representatives of leaders, former leaders of the province; comrades in the Standing Committee, Executive Committee of the Provincial Party Committee; representatives of departments, branches, localities and a large number of people of Dong Xoai city also attended the ceremony.
Gia Nghia - Chon Thanh Expressway: Connecting the Southeast region and the Central Highlands region
The North-South Expressway, West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section is 124.13 km long (of which the section through Binh Phuoc is 101.03 km long, the section through Dak Nong is about 23.1 km long). The project is invested in the form of public investment combined with the public-private partnership (PPP) method, with a total investment of about 25,540 billion VND; including: Central budget 10,536.5 billion VND; Binh Phuoc province budget 1,233.5 billion VND; Dak Nong province 1,000 billion VND; capital arranged by the investor 12,770 billion VND.
To speed up the progress, the project is divided into 5 component projects, including: 1 component project invested under the PPP method and 4 public investment component projects. Of which, Component Project 1 is about 124 km long, with an investment scale of 4 complete expressway lanes with a roadbed width of 24.75 m; the section through Dong Xoai city is 25.5 m; design speed is 120 km/h. Component Projects 2 and 3 are for investment in the construction of service roads and overpasses; Component Projects 4 and 5 are for compensation and resettlement support.
Assigned to carry out 3 component projects 1,3,5, at the ceremony, Binh Phuoc Provincial People's Committee started construction of component project 3 "Investment in construction of service roads and overpasses across Binh Phuoc province" with 2 main construction items: Service roads on both sides of the expressway with a length of about 95km; overpasses with 20 bridges. The total investment is 1,000 billion VND, using the central budget. The implementation criteria are to ensure the traffic capacity of residents in the project area after the expressway is formed, while connecting to the existing traffic network and connecting with each other through the system of tunnels and overpasses across the expressway.
For component project 5 "Compensation and resettlement support through Binh Phuoc province", the total area of land clearance is about 1,028 hectares, with about 2,152 households and organizations in 4 districts, towns and cities affected. The total investment capital for this project is 3,977 billion VND. Of which, the central budget capital is 2,743.5 billion VND, the provincial budget capital is 1,233.5 billion VND. In recent days, the localities where the project passes have increased propaganda and mobilized people to actively participate in supporting the project.
Director of Binh Phuoc Province Construction Investment Project Management Board Dinh Tien Hai, investor of component projects 3 and 5, said: Up to now, the Board has completed the work of preparing construction drawings and cost estimates for the items of the 2 component projects, completed the bidding for package XL01 of component project 3; carried out the appointment of contractors for the construction of resettlement areas of component project 5 and coordinated with localities to carry out preliminary measurements and statistics of land area, houses, architectural objects and crops on the land, up to now reaching over 70% of the required volume.
Gia Nghia - Chon Thanh Expressway opens a new chapter for Binh Phuoc to break through and integrate
Speaking at the groundbreaking ceremony, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien emphasized: The Gia Nghia - Chon Thanh Expressway project has a particularly important strategic significance not only for Binh Phuoc province but also for the Southeast and Central Highlands regions. The investment in this expressway will contribute to forming a vertical axis connecting the Southeast and Central Highlands regions; connecting economic and political centers, economic zones, industrial parks, and key seaports; creating new development space and momentum; exploiting land use potential, developing tourism, processing industry, mineral exploitation industry, etc. The implementation of this expressway is expected to open a new chapter, creating a strong driving force for Binh Phuoc to break through and deeply integrate into the overall development process of the country.
With an investment capital of VND 25,540 billion, from the central budget, localities and investors participating in the PPP method; the land use area is about 1,300 hectares - this is the largest investment road project ever in Binh Phuoc province. Therefore, in order for the project to be basically completed in 2026, put into operation in 2027 in accordance with the spirit of Resolution 38 of the National Assembly, Chairman of the Provincial People's Committee Tran Tue Hien hopes that the Government and central ministries and branches will continue to pay attention so that Binh Phuoc can soon complete the procedures for component project 1 to start construction on April 30, 2025 in accordance with the direction of the Prime Minister.
Chairman of the Provincial People's Committee Tran Tue Hien also hopes that Binh Phuoc people and organizations will continue to support, accompany and create conditions for construction units to complete their tasks well, complete the project and put it into operation on schedule in the spirit of the Government's direction.
Binh Phuoc needs to study shortening legal procedures to implement the project.
Reviewing some of the outstanding achievements that the Party Committee, government, army and people of Binh Phuoc province have achieved in recent years, on behalf of the Government, Member of the Party Central Committee, Minister of Justice Nguyen Hai Ninh affirmed that the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway is an important route, the lifeline of the whole region and the whole country; connecting the Southeast with the Central Highlands and the Southwest. After its formation, together with the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, it will open up new development space for Binh Phuoc and Dak Nong provinces; contribute to strengthening regional connectivity, connecting with major economic centers, connecting with airports and seaports; create momentum, spillover, and socio-economic development of the Southeast and Central Highlands regions; contribute to ensuring national defense and security in the border area with the Kingdom of Cambodia.
According to Minister of Justice Nguyen Hai Ninh, the groundbreaking of component projects 3 and 5 of Gia Nghia - Chon Thanh Expressway is an important event, marking a milestone in the development of transport infrastructure in the Southeast and Central Highlands regions and the maturity of Binh Phuoc province. In the coming time, the workload is still very large, so the Central Ministries and branches, especially the Ministry of Finance and the Ministry of Construction, will provide maximum legal and technical support to Binh Phuoc province in the process of project implementation, especially completing the appraisal and submitting to the Prime Minister for approval of component project 1 (expressway under the PPP form).
Regarding Binh Phuoc province, Minister of Justice Nguyen Hai Ninh noted: it is necessary to study and shorten legal procedures in accordance with regulations in order to implement the construction of the expressway component project (in the form of PPP) on April 30, 2025 in accordance with the direction of the Prime Minister, to celebrate the 50th anniversary of the Liberation of the South and National Reunification and the Party Congresses at all levels towards the 14th National Party Congress, term 2025-2030.
“Binh Phuoc needs to focus on urging contractors to increase machinery, equipment, and construction personnel, contributing to speeding up construction progress to bring the project to completion, ahead of schedule; ensuring quality, labor safety, and preventing corruption, waste, and negativity during project implementation. Regarding site clearance, Binh Phuoc and Dak Nong need to change their thinking and working methods, mobilize the entire political system to participate, and flexibly apply regulations on land law to resolve legitimate rights for the people,” Minister of Justice Nguyen Hai Ninh suggested.
On this occasion, the Central and Provincial leaders also presented 20 gifts to households in the project component 3 and project component 5, under the North-South Expressway Construction Project, West section Gia Nghia - Chon Thanh, who agreed in principle to hand over the site to implement the project.
