on the afternoon of November 26 , Quang Ninh Joint Stock Auction Company will organize an auction of the right to use 25 land lots which are the property of the People's Committee of Dong Trieu town. Of which, there are 16 land lots in the residential area north of the headquarters of the People's Committee of Hung Dao ward in Me Xa 3 area, Hung Dao ward and 9 land lots in the residential area in Doan Xa 2 area, Hong Phong ward. The area of the land lots ranges from 100-158 m2. The starting price is from over 8.1 million to over 18.1 million VND/m2; equivalent to from 814 million to over 2.4 billion VND/lot. The auction will take place at the hall of the People's Committee of Hung Dao ward. The auction will be in the form of indirect voting; the method of bidding is ascending. Also in Dong Trieu town, 20 land lots owned by the People's Committee of Dong Trieu town will be auctioned for land use rights on the
afternoon of December 3. In Quang Yen town,
on the morning of December 6 , the Quang Ninh Property Auction Service Center will auction the land use rights of 10 land lots owned by the People's Committee of Quang Yen town. The plots of land belong to the Thong Nhat 3 self-built residential planning area, Tan An ward. The plots of land range from 99.5-130 m2. The starting price ranges from over 15.6 million to over 17.6 million VND/m2; equivalent to over 1.7 billion to over 2.1 billion VND/plot. The auction will take place at the Quang Yen town Cultural House. The auction will be conducted by direct voting at the auction; the method of bidding will be ascending.
Bac Giang : Approving adjustments and supplements to the Land Use Plan of Son Dong district in 2023
The People's Committee of Bac Giang province has just issued a Decision approving the adjustment and supplementation of the 2023 Land Use Plan for Son Dong district. Specifically, the adjustment and supplementation of the area of agricultural land recovery is 114.54 hectares, non-agricultural land is 4.5 hectares. The adjustment and supplementation of the area of land use conversion, agricultural land converted to non-agricultural land is 122.45 hectares, non-agricultural land converted to residential land is 1.87 hectares. The works and projects requiring land recovery have an area of 119.04 hectares; the works and projects converting land use purposes are 127.37 hectares. The Department of Natural Resources and Environment is responsible before the law for the accuracy and results of the appraisal of the dossiers, advising the Provincial People's Committee to approve the contents to ensure compliance with the provisions of the law on land and other relevant laws. Post on the Department's electronic information portal all approved Land Use Plan dossiers. Regularly organize inspections, supervisions, and urges the implementation of the land use plan of Son Dong district to ensure the principles of timeliness, economical and effective land use, and compliance with legal regulations. The People's Committee of Son Dong district is responsible before the law for the accuracy of information, data, documents, map systems, and databases in the dossier of adjustments and supplements to the 2023 Land Use Plan of Son Dong district. Post all approved dossiers of adjustments and supplements to the 2023 Land Use Plan of Son Dong district on the district's electronic information portal, and at the same time organize the announcement and publicization of the contents of adjustments and supplements to the 2023 Land Use Plan of Son Dong district in accordance with the provisions of law. Da Nang changes the purpose of using dozens of hectares of planted forest land

Accordingly, the City People's Committee has submitted a request to convert 43.88 hectares of production forest land to other purposes at the Hoa Ninh Industrial Park project (Hoa Vang district). This is one of the city's key and driving projects. Regarding socio-economic efficiency, according to the assessment of the Da Nang City People's Committee, when the Hoa Ninh Industrial Park project comes into operation, it will attract about 218 secondary projects with a total investment capital of VND 26,000 billion, annual revenue of VND 26,700 billion, budget contribution of VND 3,384 billion and job creation for more than 47,700 workers... In addition, the Da Nang City People's Committee also submitted a request to convert 29.73 hectares of planted forest land to other land purposes at the Lang Van Integrated Resort and Entertainment Area project (Hoa Hiep Bac ward, Lien Chieu district). The Lang Van Resort and Entertainment Complex project is planned on an area of nearly 1,000 hectares, located at the foot of Hai Van Pass. The total investment capital of the project is expected to be 35,000 billion VND. After completion, the project will contribute to the formation of tourism service infrastructure, high-class urban areas, high-class tourism service products, and contribute to creating jobs for local people. The People's Committee of Da Nang City also submitted a request to transfer 0.46 hectares of production forest land in the project of Private Road, Earth Retaining Embankment and Office Equipment of Hoa Bac Technical Logistics Base (Hoa Vang District) to other purposes. At the meeting, the delegates of the People's Council of Da Nang City voted to approve three requests to transfer this forest land.
Cases of refusal to grant red books according to current regulations
In Clause 11, Article 7 of Circular 33/2017/TT-BTNMT amends and supplements a number of articles of Circular No. 24/2014/TT-BTNMT dated May 19, 2014 regulating land records, including specific provisions on refusing applications for red book issuance. Specifically, the refusal of applications for registration and issuance of certificates of land use rights, house ownership rights and other assets attached to land is carried out when there is one of the following grounds: Not within the authority to receive the application; The application does not have enough components to carry out the procedures as prescribed; The declared content of the application does not ensure completeness, consistency and validity as prescribed by law; The information in the application is inconsistent with the information kept at the registration agency or has forged documents. Upon receiving a document from the civil enforcement agency or the Bailiff Office requesting to temporarily suspend or stop the issuance of a certificate for property that is land use rights, property attached to land of the land user, owner of property attached to land who is subject to enforcement of judgment according to the provisions of the law on civil enforcement or a notice on the seizure of property for enforcement of judgment; upon receiving a document from the competent authority to resolve land disputes on the receipt of a request to resolve land disputes, property attached to land; Not meeting the conditions to exercise rights according to the provisions of the law on land and other relevant laws. According to the above provisions, the following 6 cases will be refused to issue a certificate of land use rights (red book) including: Not under the authority to receive the dossier; The dossier does not have enough components to carry out the procedure according to the regulations; The declared content of the dossier does not ensure completeness, consistency and validity according to the provisions of the law; The information in the file does not match the information kept at the registration agency or has forged documents. Upon receiving a document from the civil enforcement agency or the Bailiff Office requesting to suspend or stop the issuance of a certificate for the property being the land use right, property attached to the land of the land user, the owner of the property attached to the land who is subject to enforcement according to the provisions of the law on civil enforcement or a notice on the seizure of property for enforcement. Upon receiving a document from the competent authority for resolving land disputes on the receipt of the request for resolution of land disputes, property attached to the land. Not eligible to exercise the rights according to the provisions of the law on land and other relevant laws. According to the above provisions, the land registration agency has the right to refuse the application for registration and issuance of certificates of land use rights, house ownership rights and other properties attached to land when receiving a document from the civil judgment enforcement agency requesting to stop issuing certificates for properties that are subject to judgment enforcement according to the provisions of the law on civil judgment enforcement. Note: In case there is a basis to refuse the application according to the above provisions, within no more than 3 working days from the date of receiving the application for registration and issuance of certificates, the agency receiving and processing the application must have a document. In which, clearly state the reason for refusal and guide the applicant to comply with the provisions of law, send the document with the application to the applicant or transfer the document and application to the one-stop department, the People's Committee of the commune, ward or town to return it to the applicant.
