This is the last regular meeting of the Provincial People's Committee before the merger of Lao Cai and Yen Bai provinces into the new Lao Cai province and the operation of the two-level local government model. According to local leaders, up to now, preparations have been made in terms of personnel, facilities, and equipment to operate under the new model, especially the Public Administration Service Center has arranged enough human resources, not to interrupt work and handle administrative procedures with people and businesses.

Representatives of localities also requested the province to soon direct the allocation of capital sources, assign budget revenue targets to communes after the merger; increase professional staff working in communes. Regarding the work, localities have submitted to the province a request for the Provincial People's Committee to direct departments and branches to soon give opinions to remove difficulties and obstacles for the grassroots...

Regarding the socio-economic situation of the province in the first 6 months of the year, according to the report of the Provincial People's Committee, despite many difficulties, with the high determination of the entire political system, the province's socio-economic growth indicators have all achieved positive results. The economic growth rate is expected to reach over 7%. The total accumulated state budget revenue by the end of June 2025 is estimated at 6,000 billion VND, equal to 61% of the estimate assigned by the Central Government, equal to 39% of the estimate assigned by the Provincial People's Committee, an increase of 40% over the same period.

Disbursement of public investment capital has been vigorously implemented, Lao Cai province is always among the top localities with high disbursement rates in the country. According to the report of the Ministry of Finance, the disbursement rate of Lao Cai province by the end of May 2025 reached 51.8% of the plan assigned by the Prime Minister at the beginning of the year, ranking 3rd out of 63 provinces and cities with high disbursement rates in the country.

The production situation of agriculture, forestry and fishery is basically stable. Disease prevention and control for livestock, poultry and aquatic products is well implemented, preventing major epidemics from occurring.

Although industrial production still faces some difficulties, there have been signs of improvement. The value of industrial production in June is estimated at VND 5,400 billion, up 24.77% over the previous month. The accumulated value in the first 6 months of the year is estimated at VND 22,987.5 billion, equal to 38.3% of the plan, up 7.3% over the same period in 2024.

Commercial activities in the province are very vibrant. Tourism continues to play a key role in the economy. The number of visitors to tourist attractions increased sharply, estimated at 5.63 million, reaching 56.4% of the plan.

Along with that, doing a good job of political and ideological work with cadres and party members; creating a joyful and exciting atmosphere among the people when implementing the merger; ensuring security and order in the area.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also noted that when transitioning to operating under a two-level local government model, it is necessary to organize well the activities of receiving citizens and resolving complaints and denunciations.

In the initial period of merging and operating under the new model, there will be certain difficulties. The Provincial Party Secretary and Chairman of the Provincial People's Committee hopes that the staff and Party members will unite, uphold their sense of responsibility, and strive to complete all tasks assigned by the Party and the People.
