The goal of the planning is to form a new commercial, service and residential center with a synchronous technical infrastructure system, functional zoning scale and land use indicators according to the standards of a type III urban area. Optimizing land use, promoting socio -economic development and strengthening the strategic position of the region. Taking advantage of the development of Long Thanh International Airport and key traffic routes.

Requirements for the planning of the Commercial Service and Residential Center according to the Long Duc Commune planning are studied on the basis of the orientation of forming a residential area with complete infrastructure and service facilities. Creating a legal basis for investment in construction, construction management, and environmental protection.

The specific planning research contents are: scope, area scale; project objectives; land, technical infrastructure and social infrastructure indicators; determining land use functions, area scale, population, land use indicators for each plot of land; determining requirements for space organization, landscape architecture for the entire planning area...
