Lien Son improves its happiness index.

In Lien Son commune, the concept of "happiness index" is no longer a general idea but is concretized through practical models: happy schools, happy families, happy villages - where every citizen is an active participant in building and benefiting from them.

During recess at Lien Son Primary and Secondary School, the schoolyard is filled with laughter as students play sports together; in the green library corner under the trees, there are always a few small groups engrossed in reading.

Teacher Pham Linh Thuan shared: “A happy school is not just a slogan. We start with the smallest things, such as changing the way we communicate with students, encouraging them to express their thoughts, and organizing class activities in a way that emphasizes sharing and listening instead of harsh criticism.”

Phan Hai Phong, a student in class 8A, comes from a farming family with limited access to extra classes or language centers, yet he has a passion for English. Although his pronunciation isn't perfect, his English teacher noticed his proactive attitude and effort in each lesson, so she dedicated extra time to guiding him in speaking practice and introduced him to a free online conversational English class.

Hai Phong shared: “Before, I was hesitant to speak because I was afraid of making mistakes, but my teachers always encouraged me, saying that mistakes can be corrected, and the important thing is to dare to speak. Now I feel much more confident. My dream is to become an English teacher.”

Clearly, when each student's interests are respected and they are encouraged to develop their strengths, the joy of going to school is no longer just a slogan, but becomes a feeling experienced every day of learning.

In recent years, Lien Son Primary and Secondary School has focused on implementing the "Happy School" model, adhering closely to the guidelines of the education sector, adapting it to the school's specific conditions and the characteristics of students from ethnic minority communities. The implemented activities include: building a safe and friendly school environment; fostering positive relationships between teachers and students, and among students themselves; and creating conditions for students to be respected, listened to, and participate in appropriate educational activities.

According to Mr. Truong Huu Khanh, Principal of Lien Son Primary and Secondary School: Compared to the previous school year, the school has implemented many outstanding and creative initiatives. With 27 classes and 845 students, including 365 ethnic minority students, the school has researched, developed, and implemented the model "Friendly Classroom - Active Students Linked to Local Ethnic Culture" to create a learning environment that is close and suitable to the psychological and cultural characteristics of ethnic minority students.

The model focuses on establishing classroom discipline; enhancing communication and sharing between teachers and students; and integrating national cultural elements, local customs, and traditions into teaching, experiential activities, and group activities. As a result, the school's annual attendance rate is high, exceeding 98%.

Not only in schools, but the "Happy Family" and "Happy Village" models are also widely implemented in Lien Son commune, linked to the movement to build a cultured life in residential areas.

The concepts of "happy village" and "happy family" have been concretized through practical actions. Mr. Nguyen Duc Doan, head of Ao Luong village, said: "Based on the criteria of 'happy village' and 'happy family,' we organized village meetings to agree on necessary actions such as: preventing social evils and domestic violence, eliminating outdated customs, fostering unity and mutual support for economic development, ensuring children attend school regularly and at the appropriate age… From there, we will promote propaganda and strengthen national unity in educating people on ethics and lifestyle, and preserving national cultural traditions within each family."

Thanks to the unity within the community, Ao Luong today is not only known as a model cultural village but also impresses with its picturesque stilt houses nestled in the fields and its long stretches of flower-lined concrete roads. The percentage of households meeting cultural standards annually in the village is over 95%; the percentage of well-off and wealthy households is over 65%; only 6 out of 133 households are poor; there are no cases of having a third child; and there are no social vices.

Improving the happiness index is not only a goal but also a measure of the capacity and effectiveness of local Party committees and authorities in management and administration. The People's Committee of Lien Son commune has resolutely implemented administrative reform, resolutely avoiding inconvenience, harassment, requests for additional documents more than once, and delays in handling work. By 2025, the rate of timely processing of applications will be maintained above 98%; apologies to organizations and citizens for delays will be seriously implemented.

Social welfare and sustainable poverty reduction efforts continue to be implemented effectively. Social assistance benefits are paid fully and promptly; ensuring that 100% of eligible individuals have health insurance cards. The commune also continues to focus on implementing programs to support job creation, vocational training, and labor restructuring towards increasing the proportion of non-agricultural workers.

In 2025, the commune created new jobs for 404 people, provided vocational training for 343 people; started construction of 46 houses for poor and near-poor households; the multidimensional poverty rate decreased to 6.51%, corresponding to 84 poor households and 127 near-poor households.

Mr. Nguyen Thanh Xuan, Chairman of the Lien Son Commune People's Committee, affirmed: The locality identifies the happiness of its people as the ultimate goal of all policies. When people are satisfied, trust, and actively participate in the commune's programs and initiatives, that is the greatest success.

To date, Lien Son commune has 100% of its schools recognized as "Happy Schools," over 85% as "Happy Families," 20 out of 20 as "Happy Villages," and the happiness index of its people is projected to reach 68.8% in 2025 (an increase of 4.4% compared to 2020).

The story in Lien Son has also proven that happiness is not something far-fetched, but begins with a change in awareness, a sense of responsibility, and the collective efforts of the entire community. This is the foundation for Lien Son to become an advanced new rural commune by 2030.
