A series of factories have had their capacity cut due to excess electricity.

The national dispatch company had to cut the capacity of many plants due to storms causing large hydroelectric discharges, increasing power sources while reducing load, causing excess electricity.

Statistics from the National Hydrometeorological Service show that in October, the country recorded 35 rainfall records, including 20 daily rainfall records and 15 monthly rainfall records. It is forecast that the situation of storms and tropical depressions in November may continue to be complicated. In particular, on November 6-7, storm No. 13 (Kalmaegi) will make landfall, bringing heavy rainfall.

In a notice sent to power generation and grid management units on electricity supply operations, the National Electricity System and Market Operation Company Limited (NSMO) said that the complicated weather situation directly affects the operation of the national power system.

According to NSMO, due to the impact of storm No. 13 and the post-storm circulation, the amount of water flowing into hydroelectric reservoirs increased sharply. Therefore, 80 out of 122 reservoirs had to simultaneously discharge floodwaters, with a total generating capacity of up to 16,000 MW on November 7. At the same time, wind power output also increased sharply, reaching 3,400-4,000 MW, about 2,000-3,000 MW higher than the previous days. Meanwhile, electricity consumption decreased due to the impact of the storm, and some loads were also interrupted.

"The above factors caused the national power system to experience a state of excess power and overload continuously in October and November," NSMO said. To ensure supply-demand balance and safe operation, this unit must continuously monitor and adjust the mobilization of power sources.

Enterprises said they were forced to make difficult decisions, including reducing the mobilization of both hydropower plants that are releasing floodwaters and renewable energy sources (wind power, solar power). This is to ensure the safe operation of the national power system and power plants.

Previously, a series of wind power enterprises in Quang Tri sent a document to the Ministry of Industry and Trade , the People's Committee of Quang Tri province, Vietnam Electricity (EVN) and NSMO, requesting to limit the reduction of power generation capacity. According to the enterprises, the period from October to February is the best wind season, accounting for the majority of electricity output in the year. However, the fact that the factories are continuously having their capacity cut (20-90%, sometimes up to 99%) has seriously affected their production and business activities.

"October output was cut by about 50%, causing revenue to decrease by 10-20% if this situation lasts until the end of the year. Meanwhile, the actual profit margin is only 5-10%, putting investors at risk of not being able to repay debts and maintain project operations," these businesses reflected.

Accordingly, they recommended the Ministry of Industry and Trade, the People's Committee of Quang Tri province, NSMO and EVN to consider solutions to limit the reduction of power generation capacity. If necessary, the enterprises proposed to maintain the average reduction level as in previous years to ensure financial planning and investment capital recovery.

In addition to the weather, NSMO also said that the mobilization of power sources was also affected by the National Power Transmission Corporation cutting off power on November 9-10 to construct the 220 kV lines Tuong Duong - Do Luong and Do Luong - Nam Cam. This is a large project, requiring the simultaneous cutting of 4 220 kV lines, temporarily affecting the power generation of hydropower plants in Nghe An and power plants from Laos.

It is expected that by December, the units will continue to construct the connection to the 500 kV Quang Tri transformer station to increase the ability to import electricity. At the same time, this will help release the capacity of sources in the region, ensuring stable electricity supply for 2026 and the following years.

According to the forecast of the Department of Hydrometeorology, from now until the end of December, the East Sea may have 3 more storms or tropical depressions, of which 1-2 are likely to directly affect the mainland of Vietnam, causing heavy rain and significantly impacting the operation of the national power system.
