On April 17 in Hanoi, the Vietnam Federation of Commerce and Industry (VCCI) held a workshop with the theme "Business Forum 2025". At the forum, Mr. Hoang Quang Phong, Vice President of VCCI emphasized that institutional reform, improving the business environment and support are key factors to help businesses overcome challenges and improve their competitiveness in the context of global fluctuations. This is even more meaningful in the context of many fluctuations in the world, the Vietnamese business community is facing unprecedented challenges.
Although Vietnam's economy grew by 6.93% in the first quarter of 2025, and the number of newly established and re-established enterprises increased by 18.6% over the same period, a survey by VCCI showed that only 32% of enterprises plan to expand production and business in the next 2 years. Meanwhile, 98% of domestic enterprises are still small and medium-sized enterprises, with limited competitiveness and vulnerable to shocks from the international market.

According to the Vice President of VCCI, the US Government has announced a 90-day delay before imposing reciprocal tariffs on countries, including Vietnam. However, the time is not long and challenges still lie ahead, especially for key export industries.
In order to make a breakthrough in 2025, the Vice President of VCCI said that reforming economic institutions, improving the business environment, promoting and supporting enterprises will be the key "keys". Not only increasing the ability to absorb capital for enterprises, developing and improving the competitiveness of Vietnamese enterprises, especially the private economic sector, to gradually master core technology and penetrate deeper into the global value chain is an important requirement in the coming time.
“In recent times, to support businesses to recover and promote growth, the Party, State and Government have made many decisions to develop businesses, aiming to ensure the national growth target of 8% or more by 2025. However, in a volatile world, businesses also need more support from authorities at all levels,” said Mr. Hoang Quang Phong.

Referring to the article “Private economic development - a lever for a prosperous Vietnam” by General Secretary To Lam, Mr. Hoang Quang Phong said that the private economy has made important contributions to the innovation process, but has not been able to make a breakthrough due to many barriers in policies and mechanisms.
Mr. Hoang Quang Phong said that, in addition to the goal of developing 2 million enterprises by 2030, the 13th National Party Congress also affirmed "Encouraging the formation and development of large private economic groups with strong potential and the ability to compete regionally and internationally". Resolution 41-NQ/TW also sets out the task of "developing a strong team of entrepreneurs on par with the goals and tasks of national development in the new period, building a team of national entrepreneurs".
Currently, the country has about 700 business associations and clubs, of which 100 associations operate nationwide. These organizations create a network of connections between businesses.
The Vice President of VCCI believes that, through the Forum, experts, businesses, and press and media agencies will join hands to seek synchronous and breakthrough solutions to contribute to the whole country in achieving the set goals, so that Vietnam can integrate and integrate successfully.
