Selecting investors for Long Thanh Airport Component 4 Project, total investment of over 6,366 billion VND

Deputy Prime Minister Tran Hong Ha has just given his opinion on selecting investors for Component Project 4 of the Long Thanh International Airport Project Phase 1.

According to Official Dispatch 1268/VPCP-CN dated February 28, 2023, considering the report of the Ministry of Transport on the criteria for selecting investors for Component Project 4 of the Long Thanh International Airport Project Phase 1, Deputy Prime Minister Tran Hong Ha commented as follows:

Request the Ministry of Planning and Investment and the Ministry of Transport, based on the 2023 Bidding Law and the Government's Decree on guidelines for selecting investors according to the provisions of law on specialized sectors and fields, to urgently issue a Circular guiding the Transport sector in general and the aviation sector in particular as a basis for developing bidding documents, organizing the selection of investors to implement Component Project 4 to ensure the overall progress of the Long Thanh International Airport Project Phase 1.

The Ministry of Transport is responsible for selecting investors for Component Project 4 to ensure compliance with legal regulations and in accordance with the direction of the Deputy Prime Minister.

According to the Ministry of Transport, the Long Thanh International Airport Construction Investment Project Phase 1 is part of the list of important national projects and works, key to the Transport sector, approved by the Prime Minister in Decision No. 1777/QD-TTg dated November 11, 2020, including 4 component projects; in which, the Prime Minister assigned the Ministry of Transport to preside over the selection of investors for Component Project 4.

In order to carry out the tasks assigned by the Prime Minister, the Minister of Transport issued Circular No. 23/2021/TT-BGTVT dated November 5, 2022 providing guidance on the preparation, approval and announcement of project lists; methods and standards for evaluating bidding documents and bidding for selection of investors for specialized aviation service works at airports and airfields, and amending and supplementing Circular No. 12/2023/TT-BGTVT dated June 29, 2023 and No. 28/2023/TT-BGTVT dated September 29, 2023, in which the Civil Aviation Authority of Vietnam is assigned to perform a number of tasks of the competent authority on selecting investors for Component Project 4.

The Ministry of Transport issued Document No. 9664/BGTVT-KHDT dated September 16, 2021 approving the list of priority investment projects of Component Project 4 of the Long Thanh International Airport Construction Investment Project Phase 1 and the Minister of Transport approved the list of projects in the Decisions, including 11 project lists:

- Investment project to build and operate ground service vehicle maintenance area and aircraft cleaning treatment area No. 1 and No. 2;

- Investment project to build catering area on airplanes No. 1 and No. 2;

- Investment project to build the Operation Center of airlines No. 1, No. 2, No. 3;

- Investment project to build aircraft maintenance area No. 1, No. 2, No. 3, No. 4.

During the process of selecting investors to implement Component 4, the Ministry of Transport has directed its affiliated agencies and units to closely coordinate with the Civil Aviation Authority of Vietnam to promptly resolve difficulties and obstacles, speeding up the implementation process. To date, the Civil Aviation Authority of Vietnam has prepared, approved and issued bidding documents to select investors for 08/11 projects.
