Also attending were comrades: Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister; Senior Lieutenant General Tran Quang Phuong, Party Central Committee member, Vice Chairman of the National Assembly; leaders of central departments, ministries, branches and agencies; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; representatives of diplomatic agencies in Da Nang; representatives of the Lao and Cambodian armies.
The predecessor of the Military Region 5 Armed Forces was the Ba To Guerrilla Team and other guerrilla and self-defense teams, born during the height of the resistance movement against Japan to save the country, forming the core for the masses to rise up and seize power in the August Revolution in the South Central Coast.
During the resistance war against French colonialism (from 1945 to 1954), the Inter-Zone 5 Armed Forces matured rapidly in terms of organization, force, and tactics. Although far from the direction and support of the Central Government, promoting the spirit of self-reliance, overcoming difficulties and enduring hardships, the Inter-Zone 5 Armed Forces proactively organized campaigns to attack the enemy in Quang Nam - Da Nang, the Central Highlands, Khanh Hoa, developing guerrilla warfare in temporarily occupied enemy areas; protecting the free zone of Nam-Ngai-Binh-Phu into a large and solid revolutionary base, a strategic rear area to ensure human resources and material resources for the resistance war; and fulfilling international obligations to help friends build the Resistance Zone in Southern Laos and build revolutionary bases in Northeastern Cambodia.
In particular, with the resounding victories of the Nhat-Hai Van Quan Fort, Dak Po, Bo Bo..., the army and people of Zone 5 made an important contribution, together with the whole country, to the successful end of the resistance war against the invading French colonialists.
During the 21 years of resistance war against the US to save the country (from 1954 to 1975), the Armed Forces of Military Region 5, together with the army and people of the South and the whole country, fought steadfastly, defeating the war strategies of the US imperialists one after another. Even in the most difficult and fierce times of the resistance war, the revolutionary spirit and determination to fight and win of the Armed Forces of Military Region 5 were still maintained and highly promoted. This was one of the main factors creating fighting strength, making resounding achievements in the Military Region.
With the motto and strategic ideology of "Two legs, three prongs of attack", "Holding the enemy's belt to fight"; with intelligence, creativity, with the spirit of "Dare to fight the Americans, know how to fight the Americans and be determined to defeat the Americans", the Armed Forces of Military Region 5 were "Brave, resilient, taking the lead in destroying the Americans", establishing glorious victories such as: Nui Thanh, Ba Gia, Van Tuong, Doi Tranh-Quang Thanh, Hiep Duc, Dong Duong, Dak To-Tan Canh,... contributing significantly with the army and people of the whole country to the glorious victory of the resistance war against the Americans to save the country.
Having just emerged from the flames of the resistance war against the US to save the country, amidst the hustle and bustle of work to overcome the consequences of war, build the economy, hunt down the enemy remnants, resolve the Fulro issue, and fight to protect the southwestern border of the Fatherland; however, with the pure international spirit of "helping friends is helping yourself", under the leadership of the Party, the Central Military Commission - Ministry of National Defense, responding to the urgent call of the Cambodian National United Front for National Salvation, the Armed Forces of Military Region 5 volunteered with friendly units to help the Cambodian people escape the disaster of genocide, revive the country, and fulfill their noble international duty; helping Laos liberate part of its territory, leaving a good image of the "Buddhist Army" in the hearts of the people of the neighboring country.
In the new revolutionary period, the Armed Forces of Military Region 5 always thoroughly grasp the Party's military and defense viewpoints and guidelines, firmly grasp the two strategic tasks; focus on building a clean and strong Military Region Party Committee, acting as the core in building an all-people national defense, an all-people national defense posture associated with a people's security posture, building a solid defense of the military region and defense areas; the overall quality and combat strength are constantly improved; large-scale exercises with live ammunition, defense area exercises, and civil defense exercises are deployed synchronously, close to reality, creating a clear development in the level of organization, command, and coordination of operations.
During times of fierce epidemics and natural disasters, the Armed Forces of Military Region 5 always rush to the front lines, regardless of danger, stay in the most difficult places to rescue compatriots, overcome consequences, actively do mass mobilization work, help people develop the economy, eliminate hunger and reduce poverty; actively and proactively participate effectively in the program "eliminating temporary and dilapidated houses"...
The spirit of "selflessness and sacrifice for the people" not only spread among cadres and soldiers, but also permeated social life, leaving special feelings in the hearts of the people, shining the image of "Uncle Ho's soldiers" in the new era.
Over the past 80 years, since President Ho Chi Minh signed the founding directive, through many historical periods with different names such as War Zone 5, Zone 5, Inter-zone 5 and Military Zone 5 as today, generations of officers and soldiers of the Military Zone's Armed Forces have united, joined forces, overcome countless difficulties and hardships, devoted all their efforts, intelligence, sweat, tears and even blood, sacrificed, established resounding achievements, built the tradition: "Self-reliance, self-strengthening, overcoming difficulties, enduring hardships, being ingenious and creative, fighting steadfastly, winning gloriously".
At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the Ho Chi Minh Medal to the Armed Forces of Military Region 5.

On this solemn occasion, we respectfully remember and express our infinite gratitude to President Ho Chi Minh - the great teacher of the Vietnamese Revolution, the national liberation hero, the world cultural celebrity of Vietnam, the genius leader of the nation, who "brought glory to our nation, our people and our country".
Together we respectfully pay tribute and forever remember the heroic sacrifices for the independence and freedom of the nation, for the prosperous and happy life of the people, of countless heroic martyrs, generations of officers and soldiers of the People's Army armed forces, including the Armed Forces of Military Region 5.
The Prime Minister emphasized that Military Region 5 is a strategic and important area in terms of economy, politics, national defense and security of our country, both on land, border and islands; a strategic area, of great importance in performing the three functions of the Army (combat army, working army, production labor army); a location with many sensitive factors in terms of national defense and security, requiring Military Region 5 to always improve its overall quality and combat strength, be ready for all situations, and not be passive or surprised.
The combat experiences of the Armed Forces of Military Region 5 have been summarized into unique fighting methods, deepening the Vietnamese military art. These are valuable lessons on applying and developing the people's war strategy; flexible and creative operations, guerrilla warfare combined with regular attacks, organizing three types of forces; fighting small - winning big, using the few to fight the many; combining three strategic terrains: forests, mountains, rural areas, plains, and urban areas.
In particular, the fierceness of the battlefield of Military Region 5 contributed to the formation of many units that went down in history, shining symbols of Vietnamese bravery and spirit such as: Regiment 1, Division 2, Division 3 Sao Vang, Division 315...; with talented generals, excellent commanders such as: General Hoang Van Thai, General Chu Huy Man, General Doan Khue, General Nguyen Quyet, Senior Lieutenant General Nguyen Chon, Senior Lieutenant General Hoang Minh Thao... and was the place where many prestigious leaders of our Party, State and Army were developed.
It can be affirmed that, during 80 years of fighting, building and growing, the Armed Forces of Military Region 5 have always been absolutely loyal to the Party, the Fatherland and the people; strived to overcome difficulties and challenges, excellently completed assigned tasks, enhanced the good qualities of "Uncle Ho's soldiers", creating a unique identity of "Self-reliance, overcoming difficulties, enduring hardships, being ingenious and creative, fighting steadfastly, winning gloriously".
On behalf of the Party and State leaders, the Prime Minister highly appreciated and warmly commended the maturity and great contributions of the Armed Forces of Military Region 5 to the revolutionary cause, the cause of building and defending the Fatherland, the cause of building and developing the Vietnam People's Army. Warmly congratulated Military Region 5 on receiving the Ho Chi Minh Medal, a noble award of the Party and State.
The Prime Minister pointed out that the current context poses more difficult and heavy tasks for the Army, including Military Region 5 - a strategic area, the intersection of many strategic directions, with an important position in protecting the sovereignty of seas and islands, borders and national security. The Prime Minister requested the Armed Forces of Military Region 5 to perform well the following tasks in the coming time:
Firstly, focus on and improve the quality of strategic consulting work on military and national defense. Proactively and sensitively grasp and closely forecast developments of the situation, assess the impact on the area; propose measures and respond, handle situations flexibly and effectively, early, from afar, from the grassroots, not to be passive or surprised. Effectively deploy guidelines, strategies, and laws on military and national defense; actively participate in planning mechanisms, policies, and laws on military and national defense.
Second, the core in implementing well the national defense policy. Promoting the role of the Military Region's Armed Forces in building the national defense posture and the people's security posture associated with a solid people's heart posture; absolutely not allowing hostile forces to entice and incite the people. Building solid military zone defense and defense zones at all levels. Closely coordinating with local Party committees and authorities to promote socio-economic development, combined with strengthening national defense and security. Performing well the task of civil defense, effectively responding to non-traditional security challenges, especially preventing, combating, and overcoming the consequences of natural disasters and incidents; searching, rescuing, and rescuing; truly being a reliable support for the people in all difficult and unfortunate circumstances.
Third, focus on improving the overall quality and strength of the combat army. Improve the quality of training, exercises, and combat readiness in a direction that is closer to reality, targets, and combat areas; improve the capacity of organization, command, and coordination of forces, especially with the People's Public Security force in firmly protecting the airspace, sea, border, inland, and cyberspace, maintaining security and order in the spirit of security, safety, and public safety. Make breakthroughs in science and technology development, innovation, and digital transformation; promote modernization and mastery of weapons and equipment; improve combat capabilities, be ready to respond to modern, high-tech, and non-traditional forms of warfare.
Fourth, build a Military Region's Armed Forces that is strong in politics, ideology and organization. Build a clean, strong, exemplary and representative Military Region 5 Party Committee; improve the leadership capacity and fighting strength of the Party organization and Party members; maintain solidarity and unity within the Party Committee and the Military Region's Armed Forces. Build a contingent of cadres with courage, knowledge and comprehensive capacity; have policies to discover, attract and use talented people with good expertise, techniques and technology to meet the requirements of protecting the Fatherland in the new era.
Fifth, continue to focus on and perform well the functions of the working army and the production labor army. Improve the efficiency of the activities of defense economic groups and military enterprises; pay attention to improving the material and spiritual life of officers and soldiers. Take care of and implement well the military and military rear policies; the work of gratitude, make more efforts in the task of searching for and collecting martyrs' remains. Promote the effectiveness of mass mobilization models, strengthen the close relationship between the military and the people; actively participate in economic, cultural and social development, especially in remote, border, island, revolutionary base areas and ethnic minority areas.
Sixth , more effectively carry out defense diplomacy with the Lao and Cambodian armies, contributing to maintaining a peaceful, friendly, stable, cooperative and developing environment at the border and expanding space for socio-economic development in the region and contributing to national development.
The Prime Minister requested that generals, officers and soldiers of Military Region 5 must always grasp the situation, always be vigilant, clearly understand "partners-objects", be steadfast, stick close to the area, be closely attached to the people, to be proactive in strategy, pay attention to socio-economic development, ensure material and spiritual life for the people, especially at the grassroots level, properly implement the spirit of "fighting army, working army, production labor army", contributing to further embellishing the heroic tradition of Military Region 5, the image of "Uncle Ho's soldiers".
The Prime Minister affirmed that the 80-year history of building and growing the Military Region 5 Armed Forces is an immortal epic of patriotism; it is the crystallization of the will for independence and the aspiration for freedom and happiness of our nation. It is a source of invaluable spiritual strength, a sacred pride and a noble responsibility for the present and future generations to follow in the footsteps of their predecessors, to build a revolutionary, disciplined, elite, modern Military Region 5 Armed Forces, a core force in the strategic areas of the Fatherland, worthy of the title "Uncle Ho's Soldiers" in the new era.
