At the press conference, Mr. Nguyen Van Hien, Deputy Head of the National Assembly Office, stated that the opening session will take place on the morning of October 20, 2025, and the closing session is expected to be on December 11, 2025. The working time of the session is expected to be approximately 40 days. The 10th session of the 15th National Assembly is a session with many important contents; the National Assembly will both conduct the contents of a regular session and summarize the 15th term. At this session, the National Assembly will consider and decide on 66 contents and groups of contents (49 draft laws, 4 resolutions related to legislative work; 13 groups of contents on socio -economic issues , state budget, supervision, and other important issues).

Regarding legislative work, at this session, the National Assembly will consider and pass 49 laws and 4 resolutions. This is the session with the largest number of legislative items since the beginning of the 15th National Assembly's term.

The National Assembly is changing the method of supervising the implementation of National Assembly resolutions on specialized supervision and questioning: The Government and relevant agencies will submit full reports; National Assembly deputies will submit written questions for those being questioned to answer continuously from now until the 10th session. The National Assembly will compile the reports and arrange a meeting on this matter in one session.

Responding to a reporter's question about what important personnel issues the National Assembly plans to decide on and how the election and approval process will take place during the final session of the 15th National Assembly, Deputy Chairwoman of the Committee on Delegate Affairs Ta Thi Yen stated: The 10th session of the 15th National Assembly is a crucial session, marking the completion of the National Assembly's responsibilities for the current term and its preparation for the new term. Besides legislative, supervisory, and socio-economic development policy matters, personnel issues are a highlight of particular interest to voters and the public. Based on the decisions of the Central Committee and submissions from competent agencies, the National Assembly will consider and decide on several personnel matters within its authority, including the election, approval, or dismissal of key leadership positions in the State apparatus.

“This is a regular process aimed at ensuring the continuity, stability, and effectiveness of the apparatus in the new situation. The entire personnel process is conducted in accordance with the Constitution and laws, ensuring democracy, objectivity, and transparency. National Assembly deputies exercise their rights and responsibilities to the people through secret ballot, ensuring the principle of democratic centralism and proper authority. Personnel work at this session is both a step in consolidating the apparatus at the end of the term and preparation for the 16th National Assembly term, creating a foundation for the State apparatus to operate more effectively and efficiently,” said Ms. Ta Thi Yen.

Questions were raised regarding whether the Central Committee had already provided personnel recommendations for the Politburo to nominate for the National Assembly to elect the Secretary General of the National Assembly; two Chairmen of Committees; and to approve Deputy Prime Ministers and Ministers at the 10th Session. At this session, how many Deputy Prime Ministers and Ministers will the National Assembly approve, and what is the expected agenda for the 10th Session, and when will the personnel matters be handled?

Ms. Ta Thi Yen stated that, based on the policies and decisions of the Central Committee and the opinions of the Politburo, the National Assembly will consider and decide on several important personnel matters at its 10th session. Currently, the competent authorities are finalizing the procedures and personnel dossiers in accordance with regulations.

The personnel selection process is expected to take place on the last day of the first week. The nomination, discussion, and secret ballot procedures will be strictly followed, ensuring democracy, objectivity, and transparency.

Regarding the specific number of approved positions, according to Ms. Ta Thi Yen, this is a matter within the authority of the National Assembly. Based on the Government's submission and the Politburo's recommendation, the Standing Committee of the National Assembly will report specifically at the time of personnel presentation.
