Colonel Nguyen Ngoc Son, Deputy Commander of the Quang Ninh Provincial Military Command, said that in order to respond to storm No. 3, the Provincial Military Command has directed agencies and units to be proactive in all aspects, closely coordinating with units stationed in the area in terms of forces and means, and being ready to mobilize to respond, overcome, and handle any situations that arise.

The Defense Command of Region 4, Quang Ninh Provincial Military Command, deployed preparations to respond to storm No. 3 at noon on July 21.

Direct the Border Guard Command and Coastal Defense Commands to coordinate with local authorities to notify owners of vehicles operating at sea to proactively move to take shelter, not to enter dangerous areas, strictly manage the departure of all types of ships and boats, including transport ships and tourist ships; resolutely not allow departure of ships lacking safety equipment, life-saving equipment, communication equipment, etc.

Currently, the Quang Ninh Provincial Military Command has mobilized more than 3,000 officers, soldiers, militia and self-defense forces, along with 68 cars, 18 ships, 59 boats, and 6 special vehicles ready to carry out search and rescue missions. By the afternoon of July 21, the forces had informed nearly 7,500 boats and nearly 15,000 fishermen operating at sea to proactively move and take shelter.

Lieutenant Colonel Duong Quoc Tuan, Deputy Chief of Staff of Hai Phong City Military Command, said that in response to storm No. 3, the city Military Command coordinated with departments, branches, and localities to advise the city People's Committee to issue a ban on sea travel before 5:00 p.m. on July 20. He directed mobile units to advise localities to proactively deploy measures to prevent, combat, and respond to the storm with the motto "4 on-site".

In particular, the unit has established 5 light command posts to inspect preparations and directly command storm prevention and control in all directions; coordinate with military units stationed in the area to prepare forces and means to participate in responding to and overcoming storm consequences when ordered by the City People's Committee.
