Previously, many families had been evacuated to higher ground by the authorities, while some were on the second floor. Last night until this morning, hundreds of people were busy fleeing the flood, moving televisions and refrigerators to their relatives' homes. However, the floodwaters rose quickly, rushing into houses and sweeping many belongings out onto the streets.
At 1:00 a.m. on July 23, floodwaters rose to half the gate of My Ly 2 Primary Boarding School for Ethnic Minorities. Water flooded the two-story building, damaging 12 televisions, 5 refrigerators, 22 computers, 1.7 tons of rice reserved for boarding students, and many water-soaked documents. About 80 km downstream, in Tuong Duong commune, old Tuong Duong district, heavy rain over the past two days caused the water level to rise nearly 2 meters, submerging many houses.
Hoa Binh Market, Tuong Duong Commune, was flooded more than 2 m deep. Heavy rains over a large area combined with floods from Laos caused the water flow into Ban Ve Hydropower Reservoir in Yen Na Commune to peak at 12,800 m3/s, many times higher than the design flow. The plant was forced to increase the discharge flow to 4,300 m3/s to reduce pressure on the reservoir with a capacity of nearly 1.83 billion m3.

Con Cuong commune was also flooded up to the roof, when hundreds of houses were flooded with water nearly 2 meters deep. Some low houses had water reaching the roof.
From the night of July 22 to the morning of July 23, the authorities of Ky Son, Tuong Duong, Con Cuong communes... sent officials to people's houses to help evacuate to schools and village cultural houses to take shelter, and move assets to higher ground. According to the people, the water rose very quickly, only reaching the road at night, and after about 3 hours, the entire house was submerged.

The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province said that by the evening of July 22, authorities had recorded one person in Nam Can commune missing due to being swept away by floodwaters; 161 houses damaged; 2 commune headquarters flooded; 45 landslides on national highways and provincial roads due to the impact of storm Wipha.
According to the National Center for Hydro-Meteorological Forecasting, on July 23, heavy rains were concentrated in the southern part of the Northern Delta, Thanh Hoa and Nghe An with common amounts of 100-200 mm, some places over 300 mm. Other areas in the North and Ha Tinh had rain of 20-50 mm, some places over 100 mm. Warning of the risk of heavy rain with an intensity of over 150 mm in 3 hours, with potential risks of flooding, flash floods and landslides.
