In recent years, our province has had many policies to develop the marine economy , with the determination to turn the marine economy into a driving economic sector, creating a breakthrough in socio-economic development.

Exploiting maritime advantages

After nearly 3 years of implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, the potential and advantages of the economic and technical sectors have been more deeply identified and effectively exploited and promoted. The average economic and technical growth rate reached 12.45%/year, contributing 41.56% to the province's GRDP (target 41-42%).

For example, Thuan Nam district is aiming to become a key economic zone in the South of the province by 2025. Comrade Chau Thanh Hai, Secretary of Thuan Nam District Party Committee, assessed that, from the foundation of the Resolution of the 14th Provincial Party Congress, the Thuan Nam District Party Committee has boldly built breakthrough solutions from KTB, thanks to which the district's economy continues to grow at a fairly high rate, the economic structure has shifted in the right direction. In 3 years, the total investment capital in the district is more than 20,130 billion VND, equal to 95.2% of the plan; the total budget revenue in the district averages 92 billion VND per year, reaching 140% of the plan set out by the Resolution of the District Party Congress for the entire term. Most of the investment projects in the district are related to KTB, such as: 20 renewable energy projects have been completed and generating electricity with a capacity of 1,511 MW; Ca Na general seaport with a scale that can receive ships up to 300,000 tons, of which phase I (berth 1A) with a scale of 100,000 tons has been put into operation; Dam Ca Na urban area, Van Lam - Son Hai road, the road connecting the North - South expressway with National Highway 1 and Ca Na general seaport...

In the field of tourism, sea tourism is increasingly developing, making an important contribution to making tourism a spearhead economic sector. By November 2023, in the province, there were 57 tourism projects that had been granted investment policy decisions and valid investment registration certificates, with a total registered capital of VND 51,690.2 billion. In 2023 alone, investors are focusing on implementing 8 projects including: Binh Tien Tourism Area Project, with a total investment capital of VND 23,346 billion; SunBay Park Hotel & Resort Project VND 4,779 billion; Bai Hom High-class Eco-Resort Tourism Area Project VND 200 billion; Nam Nui Chua Eco-Tourism Area Project VND 1,556 billion... In 2023, it will attract 2.9 million visitors, 2.5 times more; Tourism revenue reached 2,300 billion VND, 2.6 times higher than in 2020, accounting for 10% of the province's GRDP. The above positive results have clearly affirmed Ninh Thuan 's correct direction in developing the economy based on exploiting existing potentials and advantages and continuing to develop strongly in the future.

Drivers of sustainable growth

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: In order to continue realizing the goals of developing the industrial park into a driving force for development according to the Resolution of the 14th Provincial Party Congress, closely following the Provincial Planning for the period 2021-2030, with a vision to 2050, which has just been approved by the Prime Minister, in the coming time, the province will proactively review and supplement the planning and policies on industrial parks in the direction of linkage and sustainable development. Create favorable conditions to mobilize domestic and foreign resources for investment in infrastructure construction, science and technology development, human resources and knowledge transfer on the sea; supplement the planning of coastal urban areas. Review, adjust and synchronously develop strategies, plans and schemes related to seas and islands in the direction of comprehensive management, suitable for marine ecosystems, ensuring harmonious and synchronous connection between conservation and development of mainland, coastal, sea and island areas of the province and neighboring provinces.

Concentrate resources to develop the province's coastal industry into a dynamic development area, as a driving force for the province's economic growth. Maximize resources for economic development, especially completing essential economic and social infrastructure in the direction of high connectivity, synchronization, and modernity, such as Thanh Son airport; Ca Na general seaport infrastructure; railway connecting Ca Na station to the seaport; transport system connecting the port with inter-regional roads to the Southern Central Highlands provinces; Thap Cham - Da Lat railway; dry port and class II logistics center; at the same time, accelerate the completion of infrastructure for urban areas, industrial clusters, power transmission, and tourism. Strongly develop energy industry, seaports, shipbuilding, supporting industry, and logistics services in the Southern region.

Continue to implement the goal of building Ninh Thuan into a center of renewable energy and clean energy of the whole country, with a system of renewable energy plants that have come into operation and are under construction, including a number of large projects being implemented such as the Ca Na LNG Power Complex Phase I, with a capacity of 1,500 MW and offshore wind power projects according to the approved Power Plan VIII. Prioritize the development of processing and manufacturing industries associated with seaports and logistics; gradually shift to industries with modern technology content, clean industry, clean production, environmental friendliness, and energy saving. Continue to call for investment in projects that create breakthroughs in industrial growth such as: Post-salt chemical plant complex; Hydrogen production plant project, etc.

At the same time, it is recommended to supplement the planning for projects of petroleum depots, dry ports and logistics service centers. Review, promptly adjust, update, supplement, integrate the planning of sectors and fields to ensure synchronization and consistency with the provincial planning, regional planning and national planning, complete the submission for approval of major construction planning projects such as: General planning of Phan Rang - Thap Cham City; Planning of Ninh Chu national key tourist area; Southern zoning planning; Planning of 4 aquaculture areas; construction planning projects in the Southern key economic region, creating conditions towards the formation of the coastal economic zone of the whole country... to open up new space for attracting investment and developing the province's economic zone.
