Exploiting the advantages of the sea.
After nearly three years of implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, the potential and advantages of the key economic sectors have been more thoroughly identified and effectively exploited and developed. The average growth rate of the key economic sector reached 12.45% per year, contributing 41.56% to the province's GRDP (target 41-42%).
For example, Thuan Nam district is aiming to become a key economic zone in the southern part of the province by 2025. Comrade Chau Thanh Hai, Secretary of the Thuan Nam District Party Committee, assessed that, building on the foundation of the Resolution of the 14th Provincial Party Congress, the Thuan Nam District Party Committee has boldly developed breakthrough solutions in the renewable energy sector, thanks to which the district's economy continues to grow at a relatively high rate, and the economic structure is shifting in the right direction. In the past three years, the total investment capital in the district exceeded 20,130 billion VND, equivalent to 95.2% of the plan; the total budget revenue in the district averaged 92 billion VND per year, reaching 140% of the plan set out in the Resolution of the District Party Congress for the entire term. Most investment projects in the district are related to the renewable energy sector, such as: 20 renewable energy projects have been completed and are generating electricity with a capacity of 1,511 MW; The Ca Na integrated seaport, with a capacity to receive ships up to 300,000 tons, has already put into operation phase I (berth 1A) with a capacity of 100,000 tons; the Dam Ca Na urban area, the Van Lam - Son Hai road, the road connecting the North-South expressway with National Highway 1 and the Ca Na integrated seaport...

In the tourism sector, coastal tourism is increasingly developing, making a significant contribution to making tourism a key economic sector. As of November 2023, the province had 57 tourism projects with valid investment policy decisions and investment registration certificates, with a total registered capital of VND 51,690.2 billion. In 2023 alone, investors are focusing on implementing 8 projects including: Binh Tien Tourist Area Project, with a total investment of VND 23,346 billion; SunBay Park Hotel & Resort Project, VND 4,779 billion; Bai Hom High-Class Eco-tourism Resort Project, VND 200 billion; Nam Nui Chua Eco-tourism Area Project, VND 1,556 billion... In 2023, it attracted 2.9 million visitors, 2.5 times the previous year. Tourism revenue reached VND 2,300 billion, 2.6 times higher than in 2020, accounting for 10% of the province's GRDP. These positive results clearly affirm Ninh Thuan's correct direction in developing its economy based on exploiting existing potential and advantages, and its continued strong development in the future.
Drivers of sustainable growth
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, stated: In order to continue realizing the goals of developing the coastal economy as a driving force for development according to the Resolution of the 14th Provincial Party Congress, and closely adhering to the Provincial Planning for the period 2021-2030, with a vision to 2050, recently approved by the Prime Minister, the province will proactively review and supplement planning and policies on the coastal economy in the coming period, focusing on linkages and sustainable development. This will create favorable conditions to mobilize domestic and foreign resources for investment in infrastructure construction, science and technology development, human resources, and knowledge transfer related to the sea; and supplement the planning of coastal urban areas. Review, adjust, and comprehensively develop strategies, plans, and programs related to the sea and islands in a way that is integrated, consistent with the marine ecosystem, and ensures harmonious and synchronized integration between conservation and development of the mainland, coastal areas, sea, and islands of the province and neighboring provinces.

Focus resources on developing the province's coastal industries into dynamic development zones, serving as a driving force for the province's economic growth. Maximize the mobilization of resources for economic development, especially in completing essential socio-economic infrastructure towards high connectivity, synchronization, and modernity, such as Thanh Son Airport; Ca Na integrated seaport infrastructure; the railway line connecting Ca Na station to the seaport; the transportation system connecting the port with inter-regional roads to the Southern Central Highlands provinces; the Thap Cham - Da Lat railway; inland ports and Class II logistics centers; and simultaneously accelerate the completion of infrastructure in urban areas, industrial clusters, power transmission, and tourism. Strongly develop energy industries, seaports, shipbuilding, supporting industries, and logistics services in the southern region.
Continuing to pursue the goal of building Ninh Thuan into a national center for renewable and clean energy, with a system of renewable energy plants already in operation and under construction, including several large projects such as the Ca Na LNG power plant complex phase I with a capacity of 1,500MW and offshore wind power projects according to the approved Power Plan VIII. Prioritizing the development of processing and manufacturing industries associated with seaports and logistics; gradually shifting towards industries with modern technology content, clean industries, clean production, environmentally friendly, and energy-saving. Continuing to attract investment in projects that create breakthroughs in industrial growth such as: the salt-based chemical plant complex; the hydrogen production plant project, etc.
Simultaneously, it is recommended to supplement the planning for projects such as petroleum storage facilities, inland ports, and logistics service centers. Review, promptly adjust, update, and integrate the planning of various sectors and fields to ensure consistency and uniformity with provincial, regional, and national planning. Complete the submission for approval of major construction planning projects such as: the General Planning of Phan Rang - Thap Cham City; the Planning of the Ninh Chu National Key Tourist Area; the Southern Sub-area Planning; the Planning of 4 Aquaculture Zones; and construction planning projects in the Southern Key Economic Zone, creating conditions for the formation of a coastal economic zone nationwide... aiming to open up new opportunities for attracting investment and developing the province's economic activities.
