According to the National Center for Hydro-Meteorological Forecasting on October 10, due to the influence of a low pressure trough combined with a low pressure area in the middle of the East Sea, the central and southern areas of the East Sea (including Truong Sa special zone), the sea area from Quang Tri to Ca Mau, Ca Mau to An Giang and the Gulf of Thailand are experiencing showers and thunderstorms.
It is forecasted that due to the influence of the low pressure trough combined with the influence of the easterly wind disturbance moving from the East, the North and North Central regions will experience widespread rain, with some places having heavy rain from around October 14 to 16. During this time, the temperature in the North will decrease by about 6 - 7 degrees Celsius compared to the previous days.
According to the forecast of the meteorological agency, this year, the Northern region will be affected by cold air waves earlier than the average of many years. From the second half of October, cold air waves will strengthen to the North and gradually increase in intensity.

Previously, due to the influence of the circulation after storm Matmo (storm No. 11) combined with the convergence of meridional winds, from the night to the morning of October 7, in the Northeast region, along the provinces of Tuyen Quang, Cao Bang, Thai Nguyen, Phu Tho, Hanoi , Lang Son, Bac Ninh, in which the Thai Nguyen and Hanoi areas had especially heavy rain.
Heavy rains caused historic floods on several rivers in Cao Bang, Lang Son, Thai Nguyen, Bac Ninh , and Hanoi. As of this morning, floods on the Cau River through the southern part of Thai Nguyen, Hanoi, Bac Ninh, the Thuong River (Bac Ninh), and the Trung River (Lang Son) are receding but are still above level BĐ3 and flooding in these provinces is likely to last for the next 2-3 days.
Regarding floods, this afternoon (October 10), the Ministry of Agriculture and Environment has just issued an urgent dispatch requesting three provinces and cities, including Hanoi, Thai Nguyen, and Bac Ninh, to ensure the safety of dikes to respond to exceptionally large floods on rivers.
The dike system has had 43 incidents threatening flood safety, many dike routes have had to be organized to prevent overflow on a large scale (the dikes of Cha, Ha Chau, Thai Nguyen city, left and right Cau, right Thuong, left Thuong - Duong Duc, right Ca Lo have been built to prevent overflow with a total length of about 20km).
Currently, floods on rivers are still maintained at very high levels (fluctuating at peak levels or receding but very slowly); water level at 8:00 a.m. on October 10 on Cau River at Phuc Loc Phuong: 9.91m; Thuong River at Phu Lang Thuong: 7.5m; Ca Lo River at Manh Tan: 9.73m.
To ensure the safety of dykes, the Minister of Agriculture and Environment requested the Chairmen of the People's Committees of Hanoi, Thai Nguyen and Bac Ninh provinces and cities to focus on directing relevant agencies and units to absolutely not be subjective or negligent; continue to mobilize forces to strengthen inspection, monitoring, urging and patrolling on dykes to promptly detect and handle incidents that occur from the first hour;
It is necessary to maintain forces, prepare materials, vehicles, machinery and equipment to protect the dike; Only operate forced drainage pumps into the river according to the operating procedures approved by competent authorities, while ensuring the flood safety of the dike.
