On the morning of October 1, 2009, at Meeting Room 208 - 8-storey Building - Ministry of Industry and Trade , a meeting took place between the Council for Appraisal of Key Mechanical Product Manufacturing Projects and Vietnam Minerals and Metallurgy Joint Stock Company on approving the Cao Bang Mining - Metallurgy Complex Project to produce high-alloy cast steel billets as one of the national key mechanical projects.
The composition of the review board includes:
1. Mr. Do Huu Hao - Deputy Minister of Industry and Trade, Chairman of the Council.
2. Mr. Nguyen Manh Quan - Director of Heavy Industry Department.
3. Mr. Ngo Van Tru - Deputy Director of Heavy Industry Department, Ministry of Industry and Trade, Member.
4. Mr. Phan Cong Hop - Deputy Director of Department of Science and Technology, Ministry of Industry and Trade, Member.
5. Mr. Chu Manh Hung - Director of Department of Environment, Ministry of Transport , Member.
6. Mr. Nguyen Dinh Hau - Deputy Director of the Department of Science and Technology of Economic and Technical Sectors, Ministry of Science and Technology , Member.
7. Mr. Doan Xuan Hoa - Deputy Director of the Department of Agricultural and Forestry Products Processing and Salt Industry, Ministry of Agriculture and Rural Development , Member.
8. Mr. Bui Quang Dao - Deputy Head of Investment Department, Ministry of Finance , Member.
9. Mr. Nguyen Dinh Thanh - Deputy Head of Appraisal Board. Vietnam Development Bank, Member.
10. Mr. Nguyen Hoang Thong - Expert of Industrial Economics Department, Ministry of Planning and Investment, Member.
11. Mr. Nguyen Ngoc Binh - Senior Expert of Heavy Industry Department, Ministry of Industry and Trade, Member.
12. Mr. Duong Tu Anh - Expert of Heavy Industry Department, Ministry of Industry and Trade, Secretary of the Council.
After listening to Mr. Nguyen Xuan Lieu - Chairman of the Board of Directors of MIREX Company presenting the Cao Bang Mining - Metallurgy Complex project and the economic, political and social significance of the project. Especially the important significance of using the ore resources of Cao Bang, Anthracite coal of Quang Ninh (application of the patent for producing sponge iron and steel billets of Mr. Nguyen Ngoc Linh has been recognized by the Intellectual Property Office and is currently the technology director of MIREX Company) to limit the drain of resources abroad, use raw materials and labor in mountainous areas, especially difficult economies, creating jobs for thousands of workers in the locality and neighboring areas.
At the meeting, Deputy Minister Do Huu Hao stated that the Cao Bang Mining - Metallurgy Complex project is in accordance with Decision No. 10/2009/QD-TTg, the high alloy cast steel billet product in the project is in item No. 7 of the List of key mechanical products from 2009 to 2015. The project's objective is also consistent with project group No. 4 of the List of investment projects in the production of key mechanical products from 2009 to 2015. Representatives of the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Planning and Investment, and the Ministry of Industry and Trade all affirmed that the project is very convincing and effective, applying Direct Regeneration technology to open up new technology that does not cause environmental pollution (an issue that all levels and sectors are currently concerned about) while creating higher added values than exports and importantly, taking advantage of the country's natural resources, at the same time the project also recognizes received the attention of the Prime Minister, Cao Bang Province and neighboring provinces. However, the issue that the appraisal council is concerned about is whether the input raw materials are sufficient to meet the factory's capacity or not? And this is also the issue that MIREX Company has recognized and actively asked Cao Bang Province to support and provide more mines for the company. The Provincial People's Committee, Department of Natural Resources and Environment, Department of Planning and Investment of Cao Bang Province have committed to providing enough raw materials for MIREX Company so that the factory can operate stably.
At the end of the meeting, Deputy Minister Do Huu Hao concluded:
- Cao Bang Mining - Metallurgy Complex Project is a feasible project, bringing efficiency in all aspects such as: economy, society, technology, environment, effective use of natural resources to prevent resource bleeding, proactive input materials, creating useful output products to meet the needs of the oil and gas, medical, defense industries... and especially the project has applied technology invented by Vietnamese experts, affirming Vietnamese intelligence.
- However, for the project to operate well and achieve the above goals, the core issue is to have input materials. MIREX Company must have a license to exploit mines with reserves of 12-16 million tons of ore to ensure the factory can operate stably.
- The entire Council of Appraisal of the Key Mechanical Product Program has 100% agreed to include the project in the list of key mechanical product manufacturing projects and will consider submitting it to the Prime Minister as soon as possible.
- The appraisal council also agreed to allow the project to enjoy all incentives for key mechanical programs such as:
+ Preferential loans.
+ Support technology transfer.
+ Support laboratory construction.
Mr. Nguyen Xuan Lieu, on behalf of MIREX Company, would like to sincerely thank the Prime Minister, Cao Bang Province and all relevant levels and sectors for their support and assistance to the Cao Bang Mining - Metallurgy Complex project. Currently, Mr. Lieu is also working hard with Cao Bang Province to request additional mines to resolve the problems raised by the Deputy Minister and members of the Steering Committee. With the continuous efforts of all officers and employees, MIREX Company promises to be determined to make the Cao Bang Mining - Metallurgy Complex project a great success.
