The time for the new model to go into operation is near. In order to avoid work interruption and vacant areas, can you tell us about Hue City's preparations?
The process of organizing and operating the two-level local government in the city is being implemented very urgently with the spirit of "running and lining up at the same time" and must ensure "cautiousness, thoroughness, and quality".
The city leaders have deployed, thoroughly grasped and requested Party committees, Party organizations, agencies, units and leaders to focus on directing and urgently and resolutely implementing the tasks. Ensure that agencies, units and organizations after the reorganization operate smoothly, effectively and efficiently immediately, without interruption of work, without leaving vacant areas and fields, without affecting the normal activities of agencies, units, organizations and society; do not collect fees and charges from individuals and organizations that have to change documents and procedures due to the reorganization of administrative units (ADUs).
The city has proactively guided and supported sectors and localities to resolve difficulties and obstacles in the process of transferring and operating under the new model. At the same time, it has guided the handover of administrative procedure (TTHC) records between agencies according to sectors and fields in charge and processed records in cases where the termination of operations has not been completed or has been completed but then related issues arise that need to be resolved.
The City People's Committee has directed a number of localities to conduct a trial run of the two-level local government apparatus. After completing the trial run, agencies and units will evaluate the advantages, shortcomings, and limitations, draw lessons, and make recommendations to higher levels.

What are some notable regulations of the two-level local government model, sir?
A notable point in the two-level local government model, as well as the Law on Organization of Local Government (amended) in 2025, is the elevation of the position, role, and function of the Provincial People's Committee. From a purely administrative management agency, it becomes a unified operating center, enforcing the law, proactively and regulating sustainable development at the local level.
In particular, for the first time in the Law, the Chairman of the Provincial People's Committee is given the right to directly decentralize and delegate authority to specialized agencies, public service units, and commune-level authorities. This is expected to help overcome the stagnation and congestion in handling administrative work at the local level.
For the commune level, the core tasks and powers in the field of State management will be to organize law enforcement and administrative management; manage local socio -economic development; manage local finance, budget, and public investment; manage land, resources, environment, and construction order; manage population, civil status, security, and national defense in the community; organize the provision of essential basic public services and serve social security for the people; implement administrative reform, digital government, and digital citizenship; organize the personnel apparatus and public management of commune-level civil servants.
The People's Committee at the commune level will be the "brain" of operations at the grassroots level, the front line, the place where all policies are implemented into concrete actions, where people "touch" the government every day.

What do you think are the expectations when the new model is operational?
The two-tier local government model is expected to bring many benefits and is considered a solution to improve the efficiency of local government operations, towards a fair, effective and better-serving administration for the people.
Specifically, reducing intermediary levels, by eliminating unnecessary intermediary levels, towards streamlining the administrative apparatus, helping decisions to be made more quickly and effectively.
Along with that is increased initiative and responsibility. Local administrative units will have greater autonomy and responsibility in managing and operating issues under their authority. At the same time, this model is expected to contribute to sustainable development, including economic growth, social progress and environmental protection.
The new commune level has come into operation, compared to before, many people and businesses will have to travel further to resolve administrative procedures. To facilitate people and businesses, what will the city do?
In the context that the whole country in general and Hue City in particular are promoting administrative reform and digital transformation, improving the quality of administrative procedures is a key task to better meet the needs of people and businesses. Especially, in the transition period to a 2-level local government model, the requirements for transparency, efficiency and convenience in handling administrative procedures become more urgent. This not only ensures continuity in management and operation but also contributes to building a service-oriented administration, focusing on people and businesses.
The implementation of the interconnection of administrative procedures from July 1, 2025 is an important step forward in administrative reform. To achieve this goal, there needs to be close coordination between state agencies, active participation of people and businesses, along with promoting digital transformation in handling administrative procedures. Only then can the administrative system operate effectively, better serving the needs of society.
In the context of transforming the two-level local government model, this is both an opportunity and a challenge for localities to affirm their determination to build a serving and creative government - for the people and for sustainable development, ensuring connectivity, synchronization and efficiency in receiving and handling administrative procedure records and providing online public services.
