Create conditions for businesses to invest

The Provincial People's Committee (now the City People's Committee) has approved the Project "Survey, assessment of the current status and development orientation of industrial clusters in the period of 2021-2030 and orientation to 2050" according to Decision No. 137/QD-UBND dated January 12, 2022 chaired by the Department of Industry and Trade. The goal of the project is nothing more than promoting the development of industrial clusters in line with the socio-economic development orientation for the new period.

A year ago, the City People's Committee issued Plan 240/KH-UBND dated June 6, 2024 to implement the industrial cluster development plan for the 2021-2030 period. Accordingly, during this period, the entire city will develop 28 industrial clusters on an area of ​​1,398.9 hectares, with infrastructure investment capital of more than VND 6,085 billion from many different sources. Currently, the entire city has established 10 industrial clusters, with an area of ​​323.24 hectares and 5 industrial clusters have come into operation, including: An Hoa industrial cluster (Phu Xuan district), Thuy Phuong industrial cluster (Huong Thuy town), Tu Ha industrial cluster (Huong Tra town), Huong Hoa and Huong Phu industrial clusters (Phu Loc district). The investment and establishment of new industrial clusters are selected in areas with high investment demand, serving as satellites for industrial parks and economic zones and urgently solving the relocation of large production facilities in residential areas.

The above plan shows that the city is paving the way for industrial parks to develop in the right direction and more substantially when assigning districts and towns to review or remove ineffective industrial parks from the planning, and arrange new industrial parks if necessary. This is further proven when the current Bac An Gia industrial park in Quang Dien has shown to be no longer suitable, and Quang Dien district is calculating options to implement the above plan.

In Phong Dien Town, in addition to Dien Loc 1 and Dien Loc 2 Industrial Parks (Phong Phu Ward), Son Xuan My Industrial Park is also planned on an area of ​​70 hectares in 3 hilly communes: Phong Son - Phong Xuan - Phong My. In Phu Loc District, in the period of 2025-2030, Dien Hoa Industrial Park of 30 hectares will be formed in Loc Hoa and Loc Dien communes, Cau Hai Industrial Park of more than 32 hectares; Giang Hai Industrial Park of 25 hectares...

Through the investigation of the reporter, currently, in Hue City, many enterprises have approached, researched and invested in the technical infrastructure of industrial parks, such as Hoa Gao Company investing in infrastructure at Huong Phu Industrial Park (Phu Loc); Phuc Thinh Company Limited investing in infrastructure at Binh Thanh Industrial Park, Huong Tra Town; Aphanam - Hanoi Company researching and investing in infrastructure at Thuy Phuong 2 Industrial Park, Huong Thuy Town... Next July, An Vien Company Limited will start construction of technical infrastructure at Dien Loc 2 Industrial Park (Phong Dien Town) with an area of ​​over 20 hectares, investment capital of over 93 billion VND; Dat Phuong Hoi An Joint Stock Company investing in infrastructure at Dien Loc Industrial Park (Phong Dien Town) on an area of ​​over 27 hectares, with an investment capital of 113 billion VND, expected to start construction in the third quarter of 2025.

Mr. Tran Anh Tuan, Head of the Department of Economic Infrastructure and Urban Areas, Phong Dien Town, said that enterprises with sufficient conditions and financial capacity to invest in infrastructure in industrial parks will reduce pressure on the state budget. When the infrastructure is completed, the occupancy rate of industrial parks will be faster, and the operation of industrial parks will be more effective. However, in the beginning, local authorities need to create all favorable conditions for enterprises to clear land more quickly and neatly...

Have effective management mechanism

According to Plan No. 240/KH-UBND dated June 6, 2024 of the City People's Committee on implementing the development plan of Hue City's industrial parks in the period of 2021-2030, by 2030, the industrial parks will complete 100% of their technical infrastructure. To implement this plan, An Hoa, Tu Ha, and Thuy Phuong industrial parks will focus on investing in synchronous construction of technical infrastructure and centralized wastewater treatment systems that meet standards. Newly formed industrial parks must have 30% of their technical infrastructure and an occupancy rate of 20%. In addition, localities must relocate about 30% of the number of production establishments in residential areas registered to relocate to operate in industrial parks... In the period of 2026-2030, the whole city strives for 100% of industrial parks to have wastewater treatment systems, solid waste collection and treatment; At the same time, the infrastructure of industrial parks in operation is completed, with high occupancy rates...

According to Mr. Dang Huu Phuc, Director of the Department of Industry and Trade, the planning for the development of industrial clusters in the area is based on the city's economic development orientation in order to use resources to effectively develop industrial clusters and promote industrial production development. Industrial clusters are built to promote the potential of each suitable area, regional characteristics, associated with environmental protection, and building a green city. This is also one of the activities to promote investment attraction in the rural industrial sector, maintaining and developing a sustainable new rural picture in the locality today.

In fact, through "eye-witness" visits and opinions shared from recent conferences and seminars, we see that the infrastructure of industrial parks still faces many difficulties, the progress of investment and construction is slow, not synchronous, and there is a lack of waste and wastewater treatment systems, so the environment is not guaranteed. The landscape of industrial parks is still inadequate, and the State's support resources for investment and development are limited.

Weak and lacking infrastructure makes the current industrial parks in Phu Loc ineffective.

To remove the above bottlenecks, according to some experts, managers need to socialize investment in technical infrastructure to attract qualified units and enterprises with financial capacity to invest. Because when enterprises invest in industrial park infrastructure, as long as the State supports the policy mechanism, they will proactively do "everything" from environmental activities to inviting secondary units and enterprises, managing, operating, maintaining and collecting fees from enterprises operating in industrial parks more effectively.

The long-standing concern in Hue City as well as many other provinces and cities is that the model of managing industrial clusters at the district and town levels still has difficulties and shortcomings. In the near future, local administrative management will no longer be at the district level. Therefore, local functional departments and branches need to promptly advise on the establishment of units directly managing industrial clusters according to the "regional" or "area" model of administrative boundaries. These units will manage 1 or 2 or more industrial clusters depending on the conditions and appropriate scale of linkage between localities, regions and areas. These are also units under the city to connect, receive and transmit the State's policies and mechanisms to industrial clusters. These units also have the functions and tasks of coordinating to support site clearance, infrastructure investment inside and outside the industrial cluster fence, land leasing, relocation of production facilities in craft villages, residential areas, urban areas into industrial clusters, etc.
