Expand the coverage of the intergenerational self-help club network.

The project is implemented nationwide to raise awareness among cadres, members and the elderly about the Party's guidelines and policies and the State's laws on protecting, caring for and promoting the role of the elderly in the new period. Improve the quality of activities of intergenerational self-help clubs, ensuring practical, effective and sustainable activities.

At the same time, expanding the coverage of the intergenerational self-help club network contributes to implementing the National Strategy on the Elderly, adapting to population aging. Promoting the potential, role, and experience of the elderly in participating in startups, job creation, digital transformation, and green transformation in accordance with their aspirations, needs, and capabilities, increasing income for the elderly, realizing the aspiration of "the elderly living happily, healthily, and happily", contributing to bringing the country into a new era of wealth, prosperity, civilization, and happiness.

By 2035, the country will establish at least 12,000 new intergenerational self-help clubs.

The project aims to establish at least 12,000 new intergenerational self-help clubs nationwide by 2035. Maintain and ensure the quality of operations and management of 100% of the intergenerational self-help clubs established in the previous phase and newly established intergenerational self-help clubs.

The project also sets specific targets for the 2025-2030 period , striving to establish at least 6,000 new intergenerational self-help clubs, attracting at least 300,000 elderly people to participate, of which the proportion of female elderly people accounts for 50-60%; 100% of communes and wards in the plains and 70% of communes and wards in mountainous, border and island areas have at least 1 to 3 intergenerational self-help clubs operating according to standards; 20% of villages, hamlets, hamlets, residential groups, residential areas and special zones nationwide have intergenerational self-help clubs.

At the same time, strive to have 8 activities of intergenerational self-help clubs integrated with the tasks of the Project for the elderly to participate in promoting digital transformation, green transformation, entrepreneurship and job creation; 100% of the club's Board of Directors receive initial training and annual refresher training on improving management and operation capacity according to standard regulations; 50% - 70% of clubs have an income increase fund of 50 million VND or more; 50% of members of intergenerational self-help clubs need support to borrow capital or participate in activities to increase income and improve their lives.

For the period 2030-2035, continue to build and establish at least 6,000 new intergenerational self-help clubs, attracting at least 360,000 elderly people to participate, of which the proportion of female elderly people accounts for 50-60%; 100% of communes and wards in the plains and 85% of communes and wards in mountainous, ethnic minority, border and island areas have at least 4 to 6 intergenerational self-help clubs operating according to standards; 30% of villages, hamlets, hamlets, residential groups nationwide have intergenerational self-help clubs, 8 activities of the clubs are integrated with the tasks of the Project on elderly people participating in promoting digital transformation, green transformation, and job creation; gradually build a care network, promote the role of the elderly in the community.

Focus on effectiveness and real participation of older people

The project sets out specific tasks and solutions:

Regarding the expansion of intergenerational self-help clubs nationwide : It is necessary to focus on establishing intergenerational self-help clubs in villages, hamlets, residential groups, and residential areas of communes and wards that have not yet established intergenerational self-help clubs. The expansion needs to go hand in hand with quality control, be consistent with regional culture, avoid formality, and focus on effectiveness and the substantial participation of the elderly. Encourage increasing the proportion of intergenerational members who are women, middle-aged, young, and adolescents.

Regarding improving the quality of activities of existing intergenerational self-help clubs , the Project requires refresher training for the Executive Board staff to improve the capacity of organizing, managing, and operating activities for the Executive Board of intergenerational self-help clubs in planning and implementing activity plans, organizing activities; skills in mobilizing and managing funds, supporting and connecting the community. Regular monthly activities, with all 8 activities, and integrating the contents of "Digital literacy" and green transformation into the monthly activities of the intergenerational self-help clubs.

In addition, it is necessary to expand livelihood support activities for members through increasing mobilization funding and effectively using the club's income increase fund; organizing livelihood support groups, creating jobs for the elderly and club members to do business in accordance with local conditions. Close coordination between relevant local agencies, focusing on developing forms of activities that both the elderly, middle-aged, women, union members and children can participate in, interact effectively, and benefit each other such as: Volunteer programs to support the elderly in health care, information technology, digital transformation, green transformation; cultural, artistic and sports exchange activities between generations; activities for the elderly to exchange and share life experiences, cultural traditions, and revolutionary history with union members and children.

Regarding mobilizing social resources and enhancing inter-sectoral coordination , the Project requires strengthening and promoting the initiative of local authorities in mobilizing and supporting resources (facilities, finance, human resources); enhancing the mobilization of social responsibility of enterprises, charities, and non- governmental organizations to support clubs through sponsorship programs.

At the same time, encourage intergenerational self-help clubs to develop self-created funds through: Monthly contributions from members of intergenerational self-help clubs; mobilize community, organizations, and individuals to volunteer for support; organize fundraising through production, product supply, event organization, calling for contributions from individuals, children, grandchildren, families, relatives, and businesses in the area...

Regarding communication and social mobilization , the Project requires coordination with central and local press agencies to develop columns and reports on the effectiveness of intergenerational self-help clubs. Organize local communication events: "Elderly People's Day", "Intergenerational Exchange", "Model Intergenerational Self-Help Club", develop and promote communication products about intergenerational self-help clubs to honor and positively spread the results of activities. Encourage communication and spread the interest and support of the community through digital platforms.

Regarding the construction of a monitoring and evaluation system for operational effectiveness , it is necessary to establish a regular reporting mechanism from the grassroots level to the province and central levels to monitor progress, quality and grasp information, and make timely adjustments during the implementation process. Apply appropriate information technology to support the elderly in managing intergenerational self-help club activities and storing data. Timely reward localities, units, clubs, and individuals with outstanding achievements in the intergenerational self-help club movement.
