With the theme "Solidarity - Discipline - Breakthrough - Creativity - Development", the Congress of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term listened to and discussed the Draft Political Reports of the Executive Committee of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term to summarize and evaluate the results of leadership and direction in implementing the Resolution of the Congress for the 2020-2025 term, and unify the directions, goals and tasks for the 2025-2030 term.
The Congress also contributed opinions to the draft documents of the 14th National Party Congress and the draft documents of the 1st Government Party Congress, term 2025-2030.
The report at the Congress stated that from March 1, 2025, the Party Committee of the Ministry of Science and Technology was established on the basis of merging the Party Committee of the Ministry of Science and Technology and the Party Committee of the Ministry of Information and Communications. Inheriting and promoting the achievements, the Party Committee of the Ministry of Science and Technology for the 2020-2025 term has clearly demonstrated its role as the political core, comprehensively leading all aspects of the Ministry's work.
Many resolutions and action programs have been issued, creating breakthroughs in thinking and leadership methods, promoting institutional reform, and expanding new development space; the entire Party has basically fulfilled and exceeded the set targets.
In particular, completing 3 targets set out in the 10-year Socio-Economic Development Strategy 2021-2030 includes: the proportion of digital economy in GDP in 2025 is estimated to reach 19-20%; Vietnam's global innovation index ranks 44/193 countries; the contribution of total factor productivity (TFP) reaches 46.2%, higher than the period 2016-2020.

The Congress agreed that in the coming term, the entire Party Committee will strengthen the building and rectification of a clean and strong Party in all aspects.
The Party Committee leads the construction of the Ministry of Science and Technology into a national focal point for science, technology, innovation, digital transformation, posts, telecommunications, standardization, intellectual property and nuclear energy; with sufficient capacity to lead, coordinate and create a favorable environment for science, technology, innovation and digital transformation to truly become the main driving force for the country's rapid and sustainable development.
In particular, by the end of the term, science, technology, innovation and digital transformation will contribute 5% of GDP; digital economy will reach 30% of GDP; digital infrastructure and modern science and technology will be completed, ensuring 100% of the population is covered by 5G, piloting 6G; building 100 innovation centers, of which at least 6 centers will reach regional level; building 01 national supercomputing center; the postal development integration index will be in the top 20 countries in the world...
The congress also set the goal of putting into operation technology trading floors and innovative startups, ensuring that 40% of technology research and development results are commercialized or applied in practice; supporting at least 1,000 science and technology enterprises and 3,000 technology startups.
The Party Committee of the Ministry of Science and Technology strives to effectively implement the atomic energy development program; complete the training of 50,000 engineers in the fields of strategic technology, atomic energy, and standardization; attract 500 international experts and overseas intellectuals to work long-term in Vietnam; ensure mastery of at least 70% of strategic technology, contributing to improving technological autonomy and national competitiveness.

Delivering a congratulatory speech and directing the Congress in the atmosphere of the whole country celebrating the 80th anniversary of the August Revolution, National Day September 2 and the atmosphere of innovation and drastic action of the entire Party and the whole nation, Politburo member and Prime Minister Pham Minh Chinh affirmed that the Congress of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term is an important event, not only to evaluate the results of the leadership and direction of the Party Committee in the past term, but also an opportunity to determine the direction, goals, tasks and solutions in the coming term.
The Prime Minister commended the urgent, methodical and serious working spirit of the Party Committee of the Ministry of Science and Technology in preparing and organizing the Congress; thoroughly grasping and seriously implementing in accordance with the spirit of Directive No. 45 of the Politburo, Plan No. 07 of the Government Party Committee and guiding documents of higher levels, to carefully prepare the required contents and organize congresses of subordinate Party Committees to organize the first Congress of the Party Committee of the Ministry of Science and Technology, term 2025 - 2030.

Recognizing the efforts and praising the achievements of the Party Committee of the Ministry of Science and Technology in the past term, the Prime Minister also frankly pointed out a number of shortcomings and limitations such as: the development of science and technology, innovation, and national digital transformation is still slow and has not made any breakthroughs; the potential and level of national science, technology, and innovation are still far behind those of developed countries; strategic and core technologies have not been mastered; high-quality human resources are still lacking; information security, safety, and data protection still face many challenges; more attention needs to be paid to Party building work...
Analyzing the world situation, especially the "stormy" development of science and technology, especially in fields such as AI, semiconductors, big data, internet of things, biotechnology, new energy, and especially the trend of green transformation and global digital transformation, the Prime Minister said that under the leadership of General Secretary To Lam, the Politburo recently issued the "Quad Pillars", including Resolution 57 on the development of science, technology, innovation and digital transformation.

Prime Minister Pham Minh Chinh requested the Party Committee and the Ministry of Science and Technology to have mechanisms, policies and solutions to encourage diversified investment resources for the fields of science, technology, innovation and digital transformation, especially private investment; promote the development and mastery of strategic and core technologies, prioritizing areas such as artificial intelligence, robotics, semiconductors, big data, biology, new energy, etc.; promptly resolve outstanding intellectual property registration dossiers; deploy a model of large enterprises leading research, with the State accompanying and supporting.
The Ministry of Science and Technology must promote comprehensive digital transformation, develop digital government, digital economy, digital society, and digital citizens.
