More than 10 years ago, implementing Decision 1776 of the Prime Minister on the Program for resettlement of people in disaster-prone areas, especially difficult areas, border areas, islands, spontaneous migration areas, and special-use forests in the period 2013 - 2020, the mountainous district of Ba Thuoc ( Thanh Hoa province) relocated 134 households. However, up to now, 60 households have not received support money according to regulations.
When will I receive the money?
Implementing Decision 1776 of the Prime Minister , Thanh Hoa province has relocated 1,138 households to a safe place. In the mountainous district of Ba Thuoc alone, the district has recently arranged for 35 households to be resettled, and 134 households to be settled in the communes of Co Lung, Lung Cao, Lung Niem... Households that must be relocated are notified of financial support to move to a new place of residence with an amount of 10 - 20 million VND (depending on conditions and circumstances). However, after 10 years of settling in the new land, there are still 60 households that have not received resettlement support according to regulations.
Mr. Ha Van Mui (Bong village, Lung Niem commune, Ba Thuoc district) - one of the households to be relocated, said: Because it is located in an area with a high risk of landslides, threatening life and property every time the rainy season comes. In 2014, his family was informed by the government that they would be relocated to a new settlement in Bong village, Lung Niem commune to stabilize their lives and avoid risks caused by natural disasters. Along with that, he and many other households in the area were informed that they would receive a relocation support of 20 million VND/household. When arriving at the new settlement, due to difficult circumstances and no money, the family borrowed 30 million VND from the bank and relatives to build a house, planning to pay back after receiving the money. However, after 10 years of settling in the new land, Mr. Mui's family has not yet received the resettlement support money. Meanwhile, life in the resettlement area is very difficult, livelihoods mainly depend on going to the forest to pick bamboo shoots, find medicinal herbs to sell and grow vegetables...
“Over the past years, my family and many other households that are to be relocated have had many difficulties because they have not received resettlement support money. Before that, to build a house and make a living, we borrowed money from banks and relatives. I plan to pay off the loans I have received. We hope to receive the money soon to cover our living expenses,” said Mr. Mui.
Sharing the same sentiment as Mr. Mui, Mr. Ha Hung - residing in Bong village, Lung Niem commune said: In 2016, I moved to Bong village to live and had to borrow 20 million VND to build a temporary house. Although I have made many requests, I have not received any compensation yet, and I hope the government will soon support the relocation costs.
Discussing the above issue, Ms. Le Thi Thuy - Deputy Head of the Department of Agriculture and Rural Development of Ba Thuoc district, said: Currently, Ba Thuoc district still has 60 households that are subject to mixed resettlement, have moved to new places and have not received financial support. "Because they have not received support money according to regulations, the lives of the people are facing many difficulties in economic development. In the coming time, we hope that the province will soon arrange funding for relocation so that the households can stabilize their lives" - Ms. Thuy said.
Waiting for new project
Learning more information from the Department of Rural Development (under the Department of Agriculture and Rural Development of Thanh Hoa province), we learned that: After Decision 1776 was issued, the Department of Agriculture and Rural Development advised the People's Committee of Thanh Hoa province to develop a project to arrange residents to prevent and combat natural disasters in mountainous districts.
Accordingly: In the period of 2013 - 2020, after review, Thanh Hoa province has 4,555 households that need to be relocated with the budget to be arranged up to over 435 billion VND. During this period, Thanh Hoa province has relocated 1,138 households, in the form of mixed resettlement, concentrated resettlement... mainly concentrated in Quan Son, Quan Hoa, Ba Thuoc, Muong Lat districts.
However, during the implementation process, Decision 1776 expired and was replaced by Decision No. 590 of the Prime Minister, so there are still 145 households living in Ba Thuoc and Quan Hoa districts that have not received financial support with an amount of 10 - 20 million VND/household, the total funding needed is about 1.5 - 2 billion VND. In addition, because the central budget support for the period 2013 - 2020 only reached 43/435 billion VND in the plan, while Thanh Hoa has not yet balanced the source to support the people... These are considered the main reasons why 145 households in mountainous districts of Thanh Hoa have not received support money according to regulations.
Mr. Le Ba Luong - Head of the Department of Rural Development of Thanh Hoa province, said: To overcome the situation of 145 resettled households in Quan Hoa and Ba Thuoc districts not receiving resettlement support money, in the period of 2021 - 2025, the Department of Agriculture and Rural Development of the province has advised the People's Committee of Thanh Hoa province to develop a project to arrange residents in disaster prevention and control areas in 11 mountainous districts, considering this as an alternative to the Government's decisions that have expired before.
