A private bank's capital increase is equal to 9 other banks combined.

The State Bank of Vietnam (SBV) said it has submitted to the Prime Minister for consideration additional state capital for state-owned commercial banks including BIDV , Vietcombank and VietinBank.

For BIDV, the capital source to increase charter capital will be taken from the remaining profit after tax, after setting aside funds in 2021. Meanwhile, Vietcombank and VietinBank will finalize the capital increase plan from the remaining profit after tax, after setting aside funds in 2021.

Previously, the State Bank of Vietnam submitted and reported to the National Assembly at the 5th session of the 15th National Assembly on a number of contents on increasing Agribank 's charter capital from the state budget in the amount of VND 17,100 billion (of which VND 6,753 billion in 2023 and VND 10,347 billion in 2024).

For joint stock commercial banks, the State Bank has also approved in writing to increase charter capital for 21 banks, mainly from the banks' equity capital including retained earnings and reserve funds.

Approved banks include: HDBank, MB, ACB, VIB, TPBank, LPBank, Bac A Bank, Viet A Bank, VietBank, Techcombank, Eximbank, OCB, ABBank, SHB, VietCapital Bank, MSB, KienLong Bank, Nam A Bank, NCB, and VPBank.

Regarding financial companies, the State Bank has approved in writing to increase charter capital for 6 companies. The approved units include Post and Telecommunication Finance Company Limited (PTF), Lotte Finance Company Limited (Lotte Finance), Electricity Finance Joint Stock Company (EVNFinance), HD SAISON Finance Company Limited (HD Saison), Chailease International Leasing Company Limited, and MB Shinsei Finance Company Limited.

According to statistics from the State Bank of Vietnam as of July 2023, the total charter capital of the entire system of credit institutions is VND 915,330 billion, an increase of 4.37% compared to the end of 2022.

The charter capital of state-owned commercial banks (including Agribank, Vietcombank, VietinBank, BIDV, CBBank, GPBank, and OceanBank) is VND190,479 billion (up 0.02%).

Total charter capital of joint stock commercial banks is 496,304 billion VND (up 5.73%)

Total charter capital of joint venture banks and foreign banks in Vietnam is 154,508 billion VND (up 5.53%).

The charter capital of the Vietnam Bank for Social Policies is 23,960 billion VND (up 8%).

Total charter capital of financial companies and financial leasing companies is 40,165 billion VND (up 2.55%).

The charter capital of the Cooperative Bank is VND 3,030 billion (unchanged compared to the end of 2022).

The charter capital of People's Credit Funds is 6,884 billion VND (up 8.28%).

Also according to the State Bank of Vietnam's data as of July 2023, the total assets of the credit institution system in Vietnam were VND 18,442,412 billion (up 0.91%). The ratio of short-term capital for medium and long-term loans was 26.14%, and the ratio of outstanding loans to total deposits was 76.89%.

In its July 2023 update report, the Vietnam Banks Association said that 25 commercial banks are eligible to increase capital in the coming time. If the capital increase plan is successfully implemented, the total charter capital of the entire credit institution system will continue to increase sharply.

Currently, VPBank is the bank with the largest charter capital in the system (over VND67,000 billion). Even if other banks increase their charter capital, VPBank will still take the lead with a new charter capital of over VND79,000 billion, equal to the total charter capital of 9 banks combined including Eximbank, NCB, NamA Bank, ABBank, BacA Bank, VietBank, VietA Bank, VietCapital Bank and KienLong Bank.

However, as of June 30, only a few banks have completed the increase in charter capital. MSB increased from VND19,000 billion to VND20,000 billion. TPBank increased from VND15,800 billion to VND22,016 billion. SHB also completed the dividend payment in shares to increase its charter capital to VND36,194 billion.
