Continuing the program of the 10th Session of the 15th National Assembly, on October 21, the National Assembly discussed in groups the assessment of the results of the implementation of the socio -economic development plan for 2025; the projected socio-economic development plan for 2026; the state budget situation for 2025 and the central budget allocation plan for 2026; and reports on work for the 2021-2026 term...
National Assembly deputies expressed their deep impression of the results achieved in 2025 and highly appreciated the drastic and effective direction and management efforts of the Government and the Prime Minister.
Many delegates emphasized that 2025 is a year of special significance, marking many comprehensive achievements in all fields. The economy maintained high growth momentum, with GDP estimated to increase by about 8%, 15/15 main targets achieved and exceeded the plan; State budget revenue exceeded estimates, each year higher than the previous year; inflation was controlled at around 4%.
Delegates acknowledged the Government's efforts in maintaining macroeconomic stability, consolidating major economic balances, and promoting public investment, especially in key national projects such as the North-South expressway system, coastal roads, international airports, and modern logistics centers.
Besides the economy, many delegates highly appreciated the successful organization of major events of the country such as the 50th Anniversary of the Liberation of the South and National Reunification; the 80th Anniversary of the August Revolution and National Day September 2. The events took place solemnly and impressively, ensuring absolute safety, demonstrating the Government's effective organizational and operational capacity, creating a positive ripple effect among the people and being highly appreciated by international friends.
The fields of culture, education, health, sports and tourism... also have remarkable progress.
Sustainable development must be associated with building modern people and institutions.
Speaking at the discussion at Group 12 (including the National Assembly delegations of Quang Ngai and Dong Thap provinces), delegate Nguyen Thi Mai Hoa (Dong Thap delegation) said that 2025 is the year to implement the socio-economic development plan in the context of 3 "very" - "very fast, very strong, very drastic".
With very high political determination and great consensus of the people, the tasks and solutions set out by the Government have achieved and exceeded many targets as stated in the Government's Report.
However, in the context of restructuring the apparatus and organization of two-level local governments, special attention needs to be paid to training and fostering commune-level cadres - those who directly carry out tasks at the grassroots level.
Ms. Nguyen Thi Mai Hoa emphasized: “It is necessary to focus on training according to the motto of 'hand-holding', combining self-study and self-training to improve capacity. At the same time, we must pay attention to the regime, policies, and salaries so that cadres can feel secure in their work, do the right job, with the right capacity, and with the right income.”

From culture to digital economy: Government creates for development
Delegate Nguyen Van Hung, Minister of Culture, Sports and Tourism (Quang Ngai Delegation), affirmed that culture has never been given such attention, placed in the right position, and elevated as it is today.
"Amended and supplemented laws such as the Cinema Law, Advertising Law, Cultural Heritage Law, Intellectual Property Law, etc. have shifted from 'management and prohibition' to 'creating development', opening new space for culture," the Minister stated.
Minister Nguyen Van Hung said that the Politburo is expected to issue a Resolution on "Revival and development of Vietnamese culture in the new era", considering culture as the foundation, spirit and driving force of development.
Along with that, the planning and investment in building cultural institutions will be carefully calculated, becoming symbols of long-term value in tourism and economy.
Meanwhile, at group 9 (National Assembly delegation of Hung Yen province, Hai Phong city), delegate Nguyen Thi Viet Nga (Hai Phong city delegation) acknowledged the Government's efforts in economic management, ensuring social security, strengthening national defense, and enhancing international position.
She pointed out that despite facing many difficulties after the pandemic, the country's GDP growth for the whole year is estimated at 8%, average income per capita is about 5,000 USD, the poverty rate has decreased to 1.3% and many important social indicators have met or exceeded the plan. This is an encouraging result, reflecting the determination, flexibility and efficiency in the Government's management.
However, delegate Nguyen Thi Viet Nga also frankly pointed out some limitations such as slow disbursement of public investment, and unsynchronized digital infrastructure and national data.
Ms. Nga proposed that the Government consider "completing digital infrastructure" as a key task for 2026, while at the same time investing heavily in large data centers, training digital skills for civil servants, and transforming institutions to develop the digital economy transparently and sustainably.

Towards green and self-reliant growth
At Group 1, delegate Ta Dinh Thi (Hanoi City Delegation) assessed that the Government's Report was very comprehensive, complete and inspirational, expressing the country's aspirations to reach great goals such as 'Reaching out to the ocean', 'Going deep into the earth', 'Flying high into space'.
Mr. Ta Dinh Thi said that the marine economy needs more attention, because it is not only a living space but also an important driving force for sustainable growth.
During the 2021-2025 term, the marine economy has achieved many outstanding achievements: More than 1,700 km of coastal roads have been completed; import-export turnover has reached a record of 900 billion USD; marine tourism has strongly recovered, welcoming more than 22 million international visitors. However, he noted three major challenges: environmental pollution, under-exploitation of potential, and unsynchronized development between infrastructure, culture, and social security.
“Developing a blue ocean economy is a strategic breakthrough, but to do so, three bottlenecks need to be removed: the legal framework, the planning coordination mechanism, and the national ocean data system,” Mr. Ta Dinh Thi emphasized.
At Group 2, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that the 2021-2026 term is a special period, full of challenges but also very proud. According to the report, in 2025, it is expected that 15/15 main targets will be achieved and exceeded, with GDP growth estimated at 8%. Overall, despite being heavily affected by the COVID-19 pandemic, the average growth rate will still reach about 6.3%, demonstrating impressive resilience and recovery capacity.
Delegate Tran Hoang Ngan commented that in the context of a "unstable, uncertain, and insecure" world, Vietnam still maintains macroeconomic stability, controls inflation at about 4% and ensures social security. In particular, the size of the economy has increased rapidly from 346 billion USD in 2020 to about 510 billion USD in 2025, an increase of 1.5 times in 5 years; GDP per capita is nearly 5,000 USD, bringing Vietnam "to the threshold" of the group of upper middle-income countries.
"That is the result of the will and aspiration to rise up," Mr. Ngan said, at the same time proposing solutions to increase the domestic value content in exports, promote the advantages of agriculture and supporting industry to ensure the autonomy of the economy; at the same time, soon complete specific institutions for large cities like Ho Chi Minh City.

Streamlining the apparatus must go hand in hand with digital transformation.
Participating in the discussion at Group 11 (including the National Assembly Delegation of Can Tho and Dien Bien cities), National Assembly Chairman Tran Thanh Man acknowledged the outstanding results in the direction and administration of the Government, and at the same time shared the difficulties that localities are facing in terms of personnel, infrastructure and resources when implementing the 2-level local government model.
The National Assembly Chairman said that the Politburo and the Secretariat regularly meet to direct relevant agencies to review and remove obstacles in decentralization, delegation of power and implementation of the 2-level local government model. He emphasized the requirement: “Streamlining the apparatus must go hand in hand with digital transformation and the application of artificial intelligence. There are few people but the work must still be smooth and effective.”
At the same time, the National Assembly Chairman requested the Government, the Ministry of Home Affairs and localities to urgently review and adjust staffing levels, train staff capacity, perfect the legal framework and prioritize investment in information technology infrastructure, creating a solid foundation for the 2026-2030 development period.
Believing that "the country's development picture is very bright", the National Assembly Chairman hopes that every citizen, every business, every official, civil servant, public employee and worker will continue to make efforts and "create products" to develop the country.
On the National Assembly side, National Assembly Chairman Tran Thanh Man affirmed that he will work with the Government to continue to remove difficulties and obstacles, perfect institutions, and move towards a creative government serving the people.
