Due to the impact of prolonged heavy rain, from the evening of October 15 to noon of October 16, many localized flooding occurred in Phu Loc commune as well as some communes in Hue city, affecting the lives and travel of people.

According to the reporter's records, the flooding is concentrated in Hoa Mau village, village 5, village 6, village 8, Khe Su village, Trung Phuoc Tuong village, Cao Doi Xa village and Dong Luu village (Phu Loc commune). Some sections of the road are deeply flooded, the water flows rapidly, posing a potential risk to people's safety when traveling back and forth.

In particular, on National Highway 1A through Phu Loc commune, there are many areas that are deeply flooded. The authorities have been present to support and restrict motorbikes from passing through this area. Due to the complicated weather, the Phu Loc commune authorities advise people to limit travel through deeply flooded areas, overflow bridges and streams; proactively move people, livestock and property to safe, dry places if heavy rain continues...
Ms. Cai Thi Cam Huong, Vice Chairwoman of Phu Loc Commune People's Committee, said that on October 16, about 3,700 students in the area were given a day off from school from the same morning. For students who have already arrived at school, the commune government requires schools to only let students go home when their parents come to pick them up. In case no one comes to pick them up, they will be kept at school to ensure safety.

The Hue City Civil Defense Command has just requested owners of reservoirs, hydroelectric dams, and irrigation works to develop specific operation and regulation plans according to forecasted rain scenarios, especially for situations of heavy rain occurring during the forecast period from October 20-25 and the last days of October, in order to proactively plan reasonable operations, both ensuring the safety of reservoirs and contributing to flood reduction for downstream areas.
At the same time, regularly check and detect locations at risk of landslides along the lake, upstream and downstream areas of key works, proactively prevent landslides on hillsides and river banks downstream of dams and spillways, which limit flood drainage capacity and threaten the safety of project operations in all situations.

Strengthen coordination in notifying and warning about reservoir operations with authorities and people in downstream areas, review disaster response plans, check communication systems, means and equipment for rescue work, proactively arrange forces, materials, means, equipment and backup logistics, be ready to respond when incidents, prolonged floods or isolation occur.
