On November 8th, the police in Thang Binh district, Quang Nam province, announced that they had successfully persuaded Nguyen Van Hieu (born in 2002, residing in Viet Son village, Binh Tri commune, Thang Binh district) – a fugitive wanted in Cambodia – to return to Vietnam and surrender.
According to the case file, on July 15, 2023, Nguyen Van Hieu and Nguyen Van Tao (residents of Vinh Huy village, Binh Tri commune, Thang Binh district) went fishing together at a fish pond belonging to a local resident in Binh Tri commune.

While they were fishing, Hieu borrowed Tao's motorbike to go buy water, and Tao agreed. On the way, Hieu met Mrs. Phan Thi Xuan (Tao's mother). There, Hieu again borrowed Mrs. Xuan's mobile phone, saying he needed it to take pictures.
After that, Tạo and Ms. Xuân contacted Hiếu several times to get their property back, but Hiếu refused to return it.
The Thang Binh District Police launched an investigation and determined that after appropriating the property, Hieu fled the area. At the end of 2023, the Criminal Investigation Department of the Thang Binh District Police issued an arrest warrant for Nguyen Van Hieu for the crime of fraud and appropriation of property.
Through intelligence gathering and information collection, the Thang Binh District Police determined that Nguyen Van Hieu had fled to Cambodia. After persistent efforts to meet with and persuade his family to convince Hieu to surrender, he agreed to return to Vietnam to turn himself in.
