Speaking to reporters at the White House, US National Security Adviser Jake Sullivan said that arms talks between Russia and North Korea were progressing positively, according to Reuters. Mr. Sullivan warned that North Korea "will pay a price in the international community" if it supplies weapons to Russia for use in Ukraine.
North Korean leader Kim Jong-un wants the arms talks to continue, Sullivan said. “We continue to squeeze the Russian defense industrial base,” Sullivan said, adding that Moscow is “looking for any source they can find” for items such as ammunition.
“We will continue to call on North Korea to abide by its public commitments not to provide Russia with weapons that will ultimately kill Ukrainians,” Sullivan stressed.

Earlier, on September 4, US National Security Council spokeswoman Adrienne Watson said that leader Kim and President Vladimir Putin may be planning to meet, and The New York Times quoted unnamed US and allied officials as saying that Mr. Kim planned to travel to Russia next week to meet Mr. Putin.
Asked if he could confirm an upcoming meeting between the two leaders, Kremlin spokesman Dmitry Peskov replied on September 5: "No, I can't. There's nothing to say."

In November 2022, a North Korean Defense Ministry official affirmed that Pyongyang "has never had an 'arms deal' with Russia" and "has no plans to do so in the future," according to Reuters.
There is currently no information about Pyongyang's reaction to Mr. Sullivan's warning, nor the information that leader Kim is about to go to Russia to meet President Putin.
