According to information from Vietnam Association of Seafood Exporters and Producers (VASEP): On June 18, the US Department of Commerce (DOC) announced the official results of the 20th administrative review (POR20) of anti-dumping duties (AD) applied to frozen pangasius fillets imported from Vietnam for the period from August 1, 2022 to July 31, 2023.
Accordingly, 7 Vietnamese pangasius exporting enterprises enjoy a 0% anti-dumping tax rate, an increase of 6 units compared to the previous review period (POR19). The list of enterprises includes: Bien Dong Seafood Company Limited, Bien Dong Hau Giang Seafood Joint Stock Company, Seavina Joint Stock Company, Can Tho Seafood Import-Export Joint Stock Company, Dai Thanh Seafood Company Limited, Dong A Seafood One Member Limited Liability Company, Hung Ca 6 Joint Stock Company, Nam Viet Corporation and NTSF Seafood Joint Stock Company.
Notably, Vinh Hoan Corporation (HoSE: VHC), a leading pangasius exporter, is no longer subject to anti-dumping duties from the review periods after 2025. This stems from the agreement reached between the Vietnamese Ministry of Industry and Trade and the Office of the United States Trade Representative (USTR) regarding the lawsuit at the World Trade Organization (DS5368), which closed on January 17, 2025.
The 0% anti-dumping tax rate applied to the above enterprises is calculated based on the price determined for Bien Dong Seafood Company Limited. Meanwhile, the national tax rate for other enterprises remains unchanged at 2.39 USD/kg.
Pangasius is a strategic export product of the Vietnamese seafood industry, with annual sales of billions of USD. Of which, frozen pangasius fillets account for about 80% of total pangasius exports. The US is currently one of the key markets for pangasius, so developments in anti-dumping taxes in this market have a major impact on the entire industry.
According to data from the General Department of Customs, pangasius exports to the US in May 2025 reached 41 million USD, up 35% over the same period last year. In the first 5 months of 2025, the cumulative export turnover of pangasius to the US market reached 142 million USD, up 7% over the same period in 2024. This is a positive signal for the pangasius industry in the context that businesses are gradually restoring the market and expanding exports after the pandemic and global economic fluctuations.
