The conference was held to summarize and evaluate the achievements of the North Central and Central Coastal Coordination Council in 2023, and to discuss the 2024 action plan.
Deputy Prime Minister Tran Hong Ha and Minister of Planning and Investment Nguyen Chi Dung attended the conference.
Speaking at the Conference, Minister Nguyen Chi Dung said that in Resolution No. 26-NQ/TW dated November 3, 2022 on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, the Politburo identified that regional development and regional development linkage play a particularly important role, regional development linkage is an inevitable trend, a driving force connecting and leading the development of localities in the region.
In 2023, the North Central and Central Coast Coordination Council completed a number of key tasks.
Specifically, the Ministry of Planning and Investment has submitted to the Prime Minister a Decision to establish a Regional Coordination Council; the Chairman of the Council has issued the Regulations on the operation of the Regional Coordination Council; issued a Decision on the operation plan for the last months of 2023; organized 2 Conferences in Khanh Hoa province to announce the decision to establish the Coordination Council, discuss the coordination plan, regional linkage and a Conference in Da Nang city to contribute opinions on the planning of the North Central and Central Coastal regions for the period 2021 - 2030, with a vision to 2050.
Minister Nguyen Chi Dung added that in 2023, the Regulations on the operation of the Regional Coordination Council office at the Ministry of Planning and Investment were also established and issued to advise and assist the Regional Coordination Council. At the same time, up to now, ministries, branches and 14/14 localities in the region have established ministerial and provincial level Coordination Teams.
The work of establishing, adjusting and organizing the implementation of national planning, regional planning, provincial and municipal planning in the region for the period 2021 - 2030, with a vision to 2050, has been accelerated. In the Central region, 13/14 localities in the region have had their Planning Decision for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, meeting the requirements on quality and progress set forth. Regarding the planning of the North Central and Central Coast regions, it has been appraised by the State Appraisal Council and is being completed to report to the Prime Minister for approval.
The Regional Coordination Council has coordinated the organization of investment promotion activities, mobilized resources; coordinated the use of public investment capital to orient, lead, and activate non-state investment resources (foreign direct investment (FDI), corporate capital, private capital), promoted investment under the public-private partnership (PPP) method in developing strategic, urgent, and important infrastructure.
"In 2023, the whole region attracted 183 newly licensed projects with a total registered capital of 2.13 billion USD. Nghe An province alone attracted nearly 1.4 billion USD in FDI, with 19 new investment projects. The locality is in the top 10 provinces and cities attracting FDI nationwide, leading the Central and Central Highlands regions.
The coordination and linkage in developing the transport infrastructure system has achieved high results, and many key and important national transport infrastructure projects have been implemented in the region...", the Minister of Planning and Investment emphasized.
In 2024, many difficult, heavy and important tasks are being posed, on that basis, Minister Nguyen Chi Dung emphasized 5 tasks of the Coordination Council of the North Central and Central Coastal Regions.
Firstly, it is necessary to determine the implementation roadmap to achieve the planning goals. All stages are related to the thinking and vision of all levels and sectors in the implementation process. So that the planning can truly be a management tool for socio-economic development in the locality.
Second, on the basis of approved plans, localities need to coordinate with ministries and branches to immediately identify local projects that are of a joint and development nature involving at least two or more localities, especially transportation, connecting infrastructure and important projects for regional development. Localities should proactively propose joint cooperation and coordination activities.
Third, develop a plan to balance resources to implement the planning of budget investment capital sources, mobilize other sources... Localities proactively propose to the Regional Council to coordinate the organization of investment promotion conferences, mobilize FDI capital, official development assistance (ODA) capital, preferential loans from foreign donors and capital from domestic economic sectors to implement investment programs and projects in the region.
Fourth, the next particularly important task in 2024 is to build specific mechanisms and policies for regional socio-economic development.
Fifth, in 2024, the opportunity to attract investment for localities is very large. It is necessary to proactively specify planning schemes, create clean land, train high-quality human resources... to welcome domestic and foreign investment capital. The Regional Coordination Council and the Ministry of Planning and Investment will coordinate with ministries and branches to support localities in attracting projects in accordance with approved planning.
