In 2025, more than 9,000 candidates failed the high school graduation exam.

A representative of the Ministry of Education and Training said that in 2025, the national high school graduation rate will reach 99.21%. This means that more than 9,000 candidates will fail the high school graduation exam in 2025. Meanwhile, the national high school graduation rate in 2024 is 99.4%.

This is the first batch of candidates to graduate under the new General Education Program.

Previously, at the end of the 2025 high school graduation exam with more than 1.16 million candidates participating, statistics from the Ministry of Education and Training showed that nationwide, a total of 41 candidates were suspended from the exam for using documents and bringing phones into the exam room, of which 22 were in the Literature exam, 12 were in the Math exam and 7 were in the optional and combination exams.

According to statistics, in the 2025 high school graduation exam, the whole country had 936 exams with failing scores (scores of 1 or lower). Of which, the highest number of failing scores was in Math with 777 exams, followed by Literature with 87 exams.

The Ministry of Education and Training said that the number of candidates taking the high school graduation exam in 2025 is 1,160,033. As of 5:00 p.m. on July 28 - the deadline for registration on the Ministry of Education and Training's system, 849,544 candidates had registered for admission, accounting for 73.23%. Thus, more than 310,400 candidates did not register for university and college admission in 2025.

Specifically, the graduation formula includes the scores of the four subjects the candidate takes the exam (accounting for 50%); the average score of grades 10, 11 and 12 (accounting for 50%) and priority and incentive points. Compared to before, the ratio of school report points increased from 30 to 50% and included both grades 10 and 11, instead of only calculating grades 12.

The Ministry of Education and Training also abolished the bonus points for vocational certificates, IT certificates, and foreign languages. Achieving 5 points or more according to the formula, with no failing score (1 or lower) in any subject, students are recognized as graduating from high school.
