On October 17, the Ministry of Education and Training held a conference to review and evaluate the results of implementing the program and textbooks for the 2020-2025 period. According to information provided by the Ministry of Education and Training, there are 7 publishers, 12 joint stock companies and nearly 4,000 authors participating in compiling books according to the 2018 general education program.
The Ministry's report said that the process of compiling, appraising, approving and selecting textbooks was carried out openly, transparently and with quality assurance. Localities also actively compiled local educational materials, contributing to bringing regionally specific content into schools.
The selection of books is conducted democratically, publicly, in accordance with regulations, with the participation of teachers and parents and with high social consensus.
Regarding the time to use new textbooks uniformly nationwide, Minister of Education and Training Nguyen Kim Son reiterated the implementation timeline as requested by the Prime Minister as the 2026-2027 school year.

“The compilation, appraisal and promulgation of a unified set of textbooks will be carried out according to a strict and scientific process, inheriting the results achieved in the previous stage, while overcoming existing shortcomings,” the press release of the Ministry of Education and Training stated.
Previously, on August 22, General Secretary To Lam signed and issued Resolution 71 of the Politburo on breakthroughs in education and training development with three important contents related to textbooks for high school students.
The Politburo requested the Ministry of Education and Training to review and evaluate the implementation of the 2018 General Education Program, provide a unified set of textbooks nationwide, and strive to provide free textbooks to all students by 2030.
At the National Conference on disseminating and implementing the Politburo’s four important Resolutions on September 16, Prime Minister Pham Minh Chinh continued to emphasize the need to ensure the provision of a unified set of textbooks nationwide. At the same time, the Prime Minister requested that new textbooks be available for use from the 2026-2027 school year.
Thus, the Ministry of Education and Training has less than 1 year to prepare a set of textbooks for common use nationwide. From the 2026-2027 school year, students will study new textbooks.
The 2018 general education program will be implemented according to the roadmap from the 2020-2021 school year, starting with first graders. Along with that are new textbooks, concretizing the policy of "one program, many textbooks".
The Ministry approved the circulation of 3 book sets including Connecting Knowledge with Life , Creative Horizons and Kite , in addition to a number of other individual books.
The right to select textbooks is assigned to schools according to Circular 27/2023. People who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks are not allowed to participate in the textbook selection council at educational institutions.
The list of textbooks, after being approved by competent authorities, will be announced by the school before April 30 every year.
