Implementing Official Dispatch No. 205-CV/HU of the Standing Committee of Nam Po District Party Committee on "Continuing to assign Party Committee members and experts of Party Committees to attend Party cell meetings; promoting the development of Party members in villages with few Party members", the Organizing Committee of the District Party Committee coordinated with the Party Committees of the communes: Na Khoa, Phin Ho, Na Hy to organize a model Party cell meeting. From the model meeting, the organization drew clear lessons from each content: Preparation of meeting content; procedures, methods of management, conclusions; assignment of tasks to Party members, evaluation of the quality of the meeting; Instructions on how to record meeting minutes, save files, related professional documents... Through evaluation, the successful organization of the model party cell meeting has helped the party cell secretary and party committee members better understand the process and methods of running party cell meetings, gradually overcoming the situation of monotonous and poor meeting content, not ensuring the process and steps according to instructions.
Ms. Vi Thi Tuyet Minh, Deputy Head of the Organizing Committee of Nam Po District Party Committee, shared: Realizing that organizing model party cell activities is practical and effective, Nam Po District Party Committee has directed the expansion of the model to all communes in the district. The Party Committees of the communes coordinate with the comrades of the District Party Committee in charge of the Party Committee, experts of the district Party building committees assigned to attend the party cell activities at the commune Party Committee to select party cells to organize model activities for other party cells to learn from, bringing the activities into order, gradually improving the quality of party cell activities. The organization of model party cell activities needs to ensure coordination in developing plans, scenarios, and agreeing on the organization time with the experts of the party building committees assigned to attend the party cell activities at the Party Committee. At the end of the activity, a scoring is organized according to Regulation 4275-QD/TU; at the same time, a meeting is held to evaluate and draw experience from the model party cell activity.
Van Ho village Party cell is the first Party cell selected by Si Pa Phin commune to organize a model meeting. In recent years, although Van Ho Party cell has organized regular meetings every month, due to many limitations, especially the ability to grasp and update practical situations, the content of the regular Party cell meetings has not met practical requirements. Mr. Vang A Ho, Party cell secretary, shared: With the guidance and support of the District Party Committee's Organization Board and Si Pa Phin Commune Party Committee, Van Ho Party cell has successfully organized a model Party cell meeting, ensuring the correct steps and meeting content closely following regulations. At the meeting, Party members discussed and expressed their opinions, focusing on issues of public concern; self-criticized the results of performing assigned tasks; contributed ideas and criticism to Party members in the Party cell". The person in charge of the meeting was clear and decisive; Party members attending the meeting focused on paying attention, so the results were high.
Along with that, the Standing Committee of Nam Po District Party Committee has decided to assign 15 leaders and cadres of the district's departments and offices to be responsible for assisting and attending regular Party cell meetings with the Party Committees of 15 communes. In addition to the responsibility of attending monthly meetings with the assigned communes, the comrades assigned to the grassroots level must monitor and evaluate the quality of Party cell meetings in villages and hamlets; actively convey the Party's guidelines and policies, the State's policies and laws; directly answer or direct timely answers to many opinions of Party cells and Party members. Coordinate with grassroots mass mobilization teams in propaganda work, grasp information, listen to and synthesize opinions of cadres and Party members in the Party cells, propose measures to resolve difficulties, problems and outstanding issues at the grassroots level. Thereby, contributing to improving the leadership capacity and fighting strength of grassroots Party organizations, ensuring effective implementation of Party resolutions, gaining the consensus, excitement and high appreciation of public opinion, cadres and Party members at the grassroots level.
With the new approach of the District Party Committee, in 2022, Nam Po district had 17.3% of grassroots party organizations classified as having excellently completed their tasks; no grassroots party organization failed to complete its tasks; the district also exceeded the target of admitting new party members with a total of 232 (reaching 100.9% compared to the plan assigned by the province). Thereby, contributing to improving the quality and fighting strength of grassroots party organizations; especially promoting the role of the Party's leadership nucleus in social life, being a bridge between the Party and the people, motivating people to participate in building an increasingly strong Party and government.
