Not only at the grassroots level, but many supporting activities and judicial administration have been effectively implemented. At the provincial level, the notarization sector has achieved clear results. The Department has advised the Provincial People's Committee to issue regulations on criteria for reviewing applications for the establishment of notarization offices, a plan to strengthen the management of notarization activities in the province for the period 2023-2025, and the development of the provincial notarization database... In the last three years, the Department has trained nearly 600 notaries and staff of notarization organizations. Currently, Quang Ninh has 30 notarization organizations with 71 notaries and 143 professional staff, and notarization activities are becoming increasingly professional, contributing to risk prevention and ensuring transaction security.
In the legal profession, Quang Ninh currently has 46 practicing organizations, 26 branches, and 22 transaction offices with 154 lawyers. Activities have developed both in quantity and quality, meeting the legal needs of citizens, businesses, and the government, contributing to the protection of justice and promoting economic integration. The asset auction activity has made new progress with 7 professional organizations, 8 branches, and 3 representative offices. The Department of Justice publishes information on its website and sends it to the Ministry of Justice for public disclosure on the National Asset Auction Portal; it regularly inspects the organization and its operations to ensure compliance with regulations. In 2020, the Department of Justice advised the Provincial People's Committee to issue a Directive to strengthen state management of asset auctions and overcome difficulties for individuals and organizations participating.
Forensic expertise plays a crucial and indispensable role in both litigation and non-litigation activities, contributing to the fight against crime, ensuring a legal framework, and maintaining social order. Currently, there are 2 public forensic expertise organizations and 5 case-specific organizations, with 30 forensic experts specializing in criminal technical matters, forensic medicine, and environmental resources; and 59 case-specific experts in the fields of finance, forestry, agriculture, culture, tourism, environmental resources, and fire and explosion prevention. Annually, the Department organizes training and professional development for the team of forensic experts and publicly publishes the list of individuals and organizations on the electronic information portal as required.
The institution of bailiffs has also received attention, with 7 offices in 6 localities, effectively carrying out the tasks of serving documents, drawing up official records, and verifying the conditions for enforcing judgments, contributing to reducing the burden on the civil judgment enforcement system. The integration of civil registration work with digital transformation is a highlight. More than 1 million civil registration records were digitized before November 2, 2016.
The procedures for birth, marriage, and death registration are integrated online, interconnected, and save time and costs. At the commune and ward levels, accurate records are available for lookup and issuance. Procedures for nationality and adoption are implemented promptly and synchronously, closely following the directives of the Ministry of Justice; stateless persons are reviewed, guided, and recorded in the birth register. Adoption work complies with the Law and the Hague Convention, reviews children needing alternative families, and provides training for civil registry officials to ensure children's rights.
Significant progress has been made in state compensation and registration of security measures. Coordination regulations have been issued; nearly 100 officials have received training, strengthening the contact points for handling dossiers and supporting localities in resolving issues within their jurisdiction. The registration of mortgages on land use rights and assets attached to land is regularly checked, minimizing errors and ensuring transparency. Free legal aid has also been prioritized with training courses and mobile legal aid sessions in communes and wards; improving dispute prevention and resolution, while supporting localities in applying legal regulations consistently.
To achieve these results, the unit has consistently innovated its management, prioritized ideological work, built a united and disciplined team, and linked responsibility with effectiveness. Inspection and professional guidance are maintained regularly, ensuring uniformity from the provincial level to the grassroots. In particular, the application of information technology, digitization of records, and data linkage have created a breakthrough in administrative and judicial reform.
These efforts have not only improved the quality of service and ensured the legitimate rights of the people, but have also contributed to making Quang Ninh a pioneer in administrative reform, digital transformation of the judiciary, and building a modern, transparent judicial system that better meets social needs.
