According to statistics from the Ministry of Public Security , in 2024, authorities prosecuted 2,361 cases of child abuse, of which sexual abuse accounted for 81.6%. One of the reasons why children are vulnerable to abuse is the lack of life skills, skills to recognize risks and how to respond when falling into dangerous situations.
To improve this, there is no other way but to promote sex education synchronously from family, school and society. According to MSc. Vu Phuong Thao, Director of the TEENYEEU Program in the Central region, although the Ministry of Education and Training has many documents clearly regulating sex education in schools, the implementation has not achieved the desired results.
Faced with this reality, from the 2024-2025 school year, the Center for Children and Development (CCD), under the Vietnam Association for the Protection of Children’s Rights, in coordination with the Departmentof Education and Training, launched the non-profit sex education program TEENYEEU in the Central region. The first destination is teachers, students and families at 6 secondary schools and 4 high schools in Da Nang city.
Accordingly, CCD organizes seminars and training courses for specialized teachers at schools to equip them with knowledge and skills on sex education to help teachers advise, accompany and support students. In addition, there are workshops and courses on sex education for students, parents and teachers. In particular, CCD builds Teenyeeu Clubs at schools, where students have a safe space to speak up, share, learn and grow.
“We do not only aim to teach about sex, but more deeply, to build a safe, respectful and humane school culture. At the same time, we equip students with the necessary skills to understand themselves, protect themselves and build healthy relationships. Only when schools, families and students are fully equipped with knowledge and skills can sex education play its proper role: preventing violence and sexual abuse,” emphasized Master Vu Phuong Thao.
During the summer vacation of the 2024-2025 school year, all levels of associations and organizations will carry out many activities to train students' skills such as: military semester, marching to the source, teaching swimming to prevent drowning; propaganda about the harmful effects of e-cigarettes, preventing abuse, school violence, injuries... to make the summer more meaningful.
In order to mobilize the community's cooperation in caring for, educating and implementing children's rights, on June 30, the City People's Committee issued a plan to implement Decision No. 27/QD-TTg of the Prime Minister promulgating a plan to implement the Recommendations of the United Nations Committee on the Rights of the Child.
Accordingly, the following tasks and solutions are proposed: promote communication, education, and social mobilization to raise awareness, responsibility, knowledge, and skills in implementing children's rights. At the same time, continue to review, research, advise on the development, amendment, supplementation, and improvement of the legal system and policies to promote the implementation of children's rights in accordance with the United Nations Convention on the Rights of the Child, international conventions and treaties related to children to which Vietnam is a member, and the actual situation of the city.
In addition, improve professional capacity and expertise for child protection staff at all levels and sectors; promote inter-sectoral coordination to implement activities and models on child care and education; develop a service system to ensure the implementation of children's rights and resolve children's issues.
The City People's Committee also proposed prioritizing funding for implementing children's rights and resolving children's issues in accordance with reality; strengthening inspection and examination; and international cooperation to ensure the implementation of children's rights in accordance with international standards and practices.
The aim is to effectively implement the recommendations of the United Nations Committee on the Rights of the Child, strengthen coordination among relevant agencies and organizations to implement children's rights in a synchronous, comprehensive and effective manner, ensuring the best interests of children.
