Capacity building for staff implementing projects to support ethnic minorities and mountainous areas

Over the years, the Party and State have always paid attention to and issued many policies to support ethnic minority areas, creating opportunities to help poor people in ethnic minority and mountainous areas escape poverty quickly and sustainably, improve their quality of life, and narrow the gap between the highlands and lowlands.

The National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas has been built on the basis of integrating policies for ethnic minorities, over the years, along with new policies but with fundamental changes in approach, that is, gradually shifting from support policies to development investment. This is the program with the largest investment, playing an important role in the socio-economic development of ethnic minorities and mountainous areas (EM&M) in the country in general, and Phu Tho province in particular, aiming to gradually solve the outstanding problems of EM&M.

The program's content is divided into 10 component projects, including 55 contents and policies covering all areas of social life and having a great impact on promoting socio-economic development in ethnic minority and mountainous areas. The Programs and policy projects with supporting contents have gradually exploited the potential and advantages of localities in the region; innovated, promoted economic development, ensured social security; reduced poverty rapidly and sustainably, gradually narrowed the gap in living standards and average income of the region compared to the national average.

Gradually reduce the number of communes and villages with special difficulties; plan, arrange and stabilize the population; build a synchronous and inter-regional socio-economic infrastructure system, connecting with developed regions; comprehensively developeducation , training, health care and culture; improve and enhance people's lives; increase the quantity and quality of cadres, civil servants, public employees and workers who are ethnic minorities.

Preserving and promoting the fine cultural identity of ethnic minorities while eliminating backward customs and practices; implementing gender equality and solving urgent problems for women and children; building a strong grassroots political system, maintaining political security and social order and safety, thereby consolidating and strengthening the great solidarity of ethnic groups, enhancing the trust of ethnic people in the Party and State.

Currently, the ethnic minority and mountainous areas in the province have achieved an average income per capita of 35.2 million VND/person/year. The poverty rate in ethnic minority areas is reduced by 1.2% compared to 2022; 100% of communes have national grid electricity, have car roads to the commune center and 96.6% of ethnic minorities have access to clean water, 7% or more of communes meet new rural standards.

After 3 years of implementation, the organization of project and sub-project contents in the beneficiary districts and communes still faces some difficulties and obstacles due to the system of guiding documents as well as the program implementation mechanism. On the other hand, this is a new program, so the implementation staff still faces many difficulties during the implementation process.

Thoroughly resolve the causes of the existing problems and limitations, immediately after the Decision on capital allocation of the Provincial People's Committee; on the basis of closely following the characteristics of the locality, the needs of the grassroots, especially concretizing the policies, the Ethnic Committee organized 2 training courses, training, and capacity building for 400 people who are district and commune-level officials in the districts: Tan Son, Thanh Son, Yen Lap, Doan Hung, Thanh Thuy.

Trainees participated in training to improve their capacity to implement projects and programs in ethnic minority and mountainous areas.

Implement the Program according to Topic 9 on Skills for making annual socio-economic development plans at the commune level with the participation of the community in socio-economic development to eliminate hunger and reduce poverty and Topic 11 on Skills for applying information technology in socio-economic development in ethnic minority and mountainous areas.
