Improving capacity to respond to risks of floods and natural disasters

According to the forecast of the National Center for Hydro-Meteorological Forecasting, weather patterns, especially floods and natural disasters, continue to occur nationwide with complex and extreme developments. In order to limit serious damage to people and property of the State and people, authorities at all levels in the province have implemented many solutions to improve the capacity to respond to natural disasters promptly according to the motto "four on-site".

According to the National Center for Hydro-Meteorological Forecasting, from June to August, strong storms and tropical depressions will appear frequently in the East Sea, causing heavy rains, especially localized heavy rains in mountainous areas and urban areas. The consequences are flash floods, landslides, and urban flooding in many localities across the country, including Vinh Phuc .

Because most localities in the province have mountainous terrain, some places have steep slopes, many rivers and streams, many areas have unstable geological structures, during the rainy and stormy season, landslides are likely to occur, greatly affecting the safety of works, property and people's lives.

To proactively prevent and combat natural disasters (PCTT), especially landslides, flash floods, inundation, ensure safety of life, limit damage to people's and State's property, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) issued a Decision approving the dike protection plan, protecting key dykes in 2025; and perfecting the PCTT&TKCN Steering Committee for Mong Cau cluster, Dai Lai lake, Lap Dinh lake.

Irrigation LLCs proactively inspect and ensure the safety of reservoirs and irrigation dams according to their management functions; prepare human resources, vehicles, and equipment to respond to incidents when there is heavy rain, ensuring absolute safety of reservoirs according to regulations; review areas isolated by rain and floods to have specific plans to ensure the supply of essential goods, and be ready to mobilize and bring them to the market to serve the people...

In May 2025 alone, due to the influence of low pressure troughs combined with high-altitude wind convergence, the province experienced moderate rain, heavy rain and thunderstorms; total rainfall in various places was generally from 40 - 90 mm. In particular, in Vinh Yen city, the total rainfall in the month was measured at over 266 mm, 106 mm higher than the average of many years; in Tam Dao district, the total rainfall in the month was measured at over 341 mm, 96 mm higher than the average of many years. The complicated natural disaster situation also caused 1 death due to lightning in Dong Cuong commune (Yen Lac).

Notably, on June 6, the Provincial Civil Defense Drill Organizing Committee organized a civil defense drill, responding to dike and dam incidents and searching and rescuing in the province in 2025. This is not only an opportunity for agencies, units and forces to closely coordinate and cooperate, but also contributes to improving the level of organization, leadership, direction and operation of local Party committees and authorities, and the advisory capacity of agencies and forces on civil defense, PCTT&TKCN.

In the context that the entire political system in the province is focusing on rearranging administrative units and organizing local governments at two levels, in order to improve the capacity to respond to the risks of floods and natural disasters, the Provincial Hydrometeorological Station closely monitors weather information, dangerous hydrometeorological situations, improves the quality of forecasting and warning of natural disasters, especially local floods and landslides, and promptly provides information on weather, natural disasters, and the risks of flash floods and landslides to local authorities at all levels and relevant departments and branches to serve the work of directing, responding, and preventing, ensuring timeliness, effectiveness, and minimizing damage caused by natural disasters.

The Standing Office of the Provincial Steering Committee for Disaster Prevention and Control continues to coordinate with the Provincial Inspectorate to inspect the implementation of the dike protection plan and key protection of vulnerable dikes in 2025 at Trieu De culvert at K10+785, right dike of Pho Day, in Tay Son commune, Lap Thach district.

Departments, branches and localities, according to their assigned functions, tasks and authorities, proactively direct and deploy timely and effective response work according to the motto "four on-site".

The functional sector and related agencies, units and localities continue to direct, review and promptly detect residential areas and areas at risk of insecurity, landslides, flash floods and deep flooding, proactively arrange forces and means, and resolutely evacuate people from dangerous areas to ensure the safety of people's lives and property.

Pay special attention to traffic control and guidance during floods, especially when traveling through culverts, areas at risk of landslides, and areas with deep flooding.

Proactively mobilize means, forces, budget and local resources to immediately implement disaster recovery work; in cases beyond the local response capacity, promptly report to competent authorities for support in accordance with regulations.
