Upgrading National Highway 4B: Don't let progress "slip" with the rain

The project to upgrade the section Km18 - Km80 of National Highway 4B is 43km long and is divided into 2 construction packages (package 7 for the construction of the section Km18 - Km43; package 8 for the construction of the section Km43 - Km80). According to the assessment of the project investor, the Traffic Infrastructure Construction and Maintenance Management Board, the Provincial Department of Construction, since the end of April, there have been many heavy rains in the province affecting the project's construction progress. To ensure the set progress, the unit has stepped up urging contractors, consultants, and supervisors to implement measures to "compensate" for the progress.

Recording the actual situation at the construction site of package No. 7 of the project (in Na Duong commune) in late June 2025, we saw the determination of the construction unit. Mr. Nguyen Canh Hien, commander, representative of Xuan Quang Construction Joint Stock Company, Nam Dinh , the unit in charge of the package, said: Currently, the unit is implementing the excavation, embankment, and concrete paving items in some sections. On rainy days, the unit will focus on human resources to implement reinforced concrete structures and culverts; when the weather is favorable, the unit will increase more than 300 human resources and over 160 construction machines in 3 shifts to compensate for the volume lost on rainy days. Thanks to that, up to now, the excavation item of the main roadbed has reached over 87%, at the same time, the unit has paved the section through Na Duong town with asphalt concrete for about 18 km, the construction volume has reached over 72% of the package value.

At package No. 8 in Dinh Lap commune, Mr. Giang Manh Linh, Chief Consultant of the consulting and supervision unit of package No. 8, said: Rain has greatly affected the construction conditions of the items. Therefore, on sunny days, the unit has assigned staff to supervise and inspect all items and coordinate with the contractor to adjust the construction plan 24/24 hours (overnight construction). In case of any shortcomings in the items, we will coordinate with the investor and contractor to prepare documents, adjust procedures and carry out timely solutions to ensure construction according to the set schedule.

According to the project investor, up to this point, the land area for project implementation has basically been fully handed over. The relocation of technical infrastructure is also being urgently completed. These are important conditions for contractors to focus on human resources and construction machinery. Currently, across the entire project, contractors are mobilizing over 600 workers and more than 300 pieces of equipment to construct items. To date, the project implementation value has reached over 730 billion VND, reaching about 50% of the value of construction packages. In terms of disbursement value, from the beginning of April to the end of June 2025, the project has disbursed more than 20%, cumulatively reaching over 70%.

Mr. Nguyen Anh Tuan, Director of the Traffic Infrastructure Construction and Maintenance Management Board, said: With flexible construction solutions, the Project to Upgrade the section Km18 - Km80 of National Highway 4B is being implemented to ensure the set progress. Currently, the time to complete the project is very urgent, so the unit is urgently urging contractors to focus on machinery and human resources to deploy items such as: road foundation; drainage works; protection works; intersections; bridges, box culverts along the entire route..., determined to complete the project before September 30, 2025 as planned.

The Project to Upgrade the Section Km18 - Km80 of National Highway 4B is a key project of the province. The completion of the project will contribute to upgrading the synchronous and modern transport infrastructure. Thereby, creating favorable conditions for people to travel and trade. At the same time, the completion of the project will play an important role in increasing the economic and social connectivity between Lang Son and Quang Ninh provinces.
