Recently, the situation of intentional injury and public disorder crimes involving gangs, especially those involving young people, has emerged, causing significant impacts on security and order, posing challenges for authorities.

Vi Thuy District People's Court tried the case of intentional injury against 28 defendants.

During three days in mid-August, the People’s Court of Vi Thuy district held a trial for intentional injury against 28 defendants in two gangs. This is considered the case with the largest number of defendants and people summoned to a case tried by a district court.

The conflict in the case is relatively simple: While gambling on cockfighting, a conflict arose between the group of defendants Tran Minh Lam and Nguyen Duy Khuong and the defendants Nguyen Van Long, Doan Minh Khang and Doan Van Tap. After that, defendant Lam's group prepared weapons to block Long and Khang's path to assault them, but they were not able to do so.

At this time, the two defendants Khang and Long informed Doan Van Tap and the other defendants to prepare weapons to find Lam and Khuong's group to take revenge. As a result, the two groups of 28 people got into a fight, causing Tran Minh Lam and Nguyen Duy Khuong to suffer injuries that damaged their health by 46%.

The nature of the incident stemming from a simple, spontaneous conflict leading to gangs taking revenge on each other is not new, but the hooliganism, using dangerous weapons, and brazenly committing crimes in public areas by the defendants is highly condemnable, with a high risk of complicated and unpredictable developments if not promptly suppressed and handled.

According to Mr. Pham Hoang Lam, Deputy Chief Justice of the Provincial People's Court, most of the cases of public disorder, intentional injury, murder, etc. that occurred in the province recently all originated from conflicts in daily life, after drinking alcohol, or from social networks, etc. After that, the subjects provoked and attracted each other to form spontaneous gangs, prepared weapons such as homemade knives, iron pipes, etc., made plans to fight, leading to serious consequences.

Previously, in January 2023, the Provincial People's Court also tried two gangs led by Nguyen Hoang Duy, Nguyen Hoang De and the group led by Tran Minh Tu, Nguyen Van Khang. These two groups had a conflict on social media so they arranged to meet to resolve the conflict at the roundabout in area 3, Nga Bay ward, Nga Bay city. At the meeting point, the two groups used dangerous weapons to fight, causing one subject to die on the spot...

In fact, fights often happen in a flash in deserted places, making it difficult to fight and handle. What is worrying is that most of the fights involve a large number of participants, mostly young people.

From the incidents of gang fights that have negatively affected social order and safety. The subjects have directly violated the lives, health, public order and caused damage to the interests of the State, society, and the legitimate rights and interests of citizens protected by law. With this type of crime, if not suppressed and strictly handled, the risk of forming organized gangs is very high.

According to Colonel Nguyen Van Gia, Deputy Director of the Provincial Police, to improve the effectiveness of prevention and combating crimes against health and public order, the Provincial Police have directed professional units and local police to focus on patrolling and controlling residential areas and key areas; at the same time, develop plans to organize the fight, call and deter bad elements; conduct surprise vehicle inspections, and strictly handle young people carrying weapons and supporting tools...

In addition to the professional measures of the police, there needs to be more drastic involvement from the local government and organizations to do a good job of propaganda and raising awareness for everyone to prevent the general situation in society. When conflicts are discovered, relatives and witnesses need to be responsible for mediation; immediately report to the police to promptly intervene to prevent illegal acts, contributing to ensuring social order and safety.
