On the morning of August 15, the Ministry of Culture, Sports and Tourism (MCST) held an online conference to disseminate new documents to accelerate the recovery and development of Vietnam's tourism effectively and sustainably.
Speaking at the Conference, Mr. Doan Van Viet, Deputy Minister of Culture, Sports and Tourism, said: "In the first 7 months of 2023, the number of international tourists to Vietnam reached more than 6.6 million, the number of domestic tourists is still growing strongly, estimated at about 76.5 million. Total revenue from tourists is estimated at 416.6 trillion VND. Of which, in July 2023 alone, Vietnam welcomed and served 1.04 million visitors.
"This is the first month in 2023 that we have welcomed over one million international visitors. In addition, Vietnam's tourism development capacity index has increased, ranking 52/117 countries/ economies . Vietnam is considered one of the countries with the highest improvement in its ranking index in the world," Deputy Minister Doan Van Viet emphasized.
In order to accelerate and take drastic actions to create breakthroughs in the recovery and development of tourism in a focused, key, effective and sustainable direction as well as effectively implement Resolution No. 08-NQ/TW of the Politburo on developing tourism into a spearhead economic sector, on May 18, 2023, the Government issued Resolution No. 82/NQ-CP on key tasks and solutions to accelerate the recovery and accelerate the development of tourism effectively and sustainably.
The Resolution identifies 7 groups of key tasks and solutions that need to be focused on in the coming time. Along with that, for each group of tasks and solutions, the Resolution also clearly identifies and associates with the specific responsibilities and roles of each relevant ministry, sector, locality, association and tourism enterprise according to the viewpoint that "all relevant entities must uphold their responsibilities and join hands to overcome difficulties".
At the Conference, Mr. Ha Van Sieu, Deputy Director of the Vietnam National Administration of Tourism and Mr. Nguyen Quy Phuong, Head of the Department of Tourism Promotion Management - Vietnam National Administration of Tourism reported on the content of solutions to recover and accelerate sustainable and effective tourism development in the spirit of Resolution No. 82/NQ-CP. Along with that is the content of the Vietnam Tourism Marketing Strategy to 2030 as well as some models of night tourism development.
Following the report was a discussion between representatives of the Department of Tourism of provinces and cities across the country on solutions to effectively deploy and implement Resolution No. 82/NQ-CP, Vietnam Tourism Marketing Strategy to 2030 and the night tourism development model.

Mr. Nguyen Hong Minh, Deputy Director of Hanoi Department of Tourism, said: "Up to now, Hanoi Department of Tourism has submitted to the City People's Committee for consideration and promulgation of a plan on implementing Resolution No. 82 in Hanoi for the period 2023-2025 and the following years.
The plan includes 8 key task groups assigned very specifically, detailing the responsibilities of each department, district, and county, along with the time to perform the tasks. Thereby, it is possible to conduct a count and evaluate the quality and effectiveness of the implementation of the tasks in each stage."
According to Mr. Nguyen Hong Minh, currently, localities, including Hanoi, are facing difficulties in developing specific policies to support investment in essential tourism infrastructure such as parking lots, toilets, tourism product sales areas, etc. due to the lack of specific instructions.
To facilitate the recovery and development of the tourism industry in the coming time, at the Conference, the Hanoi Department of Tourism made a number of proposals: Early consultation with the Prime Minister to approve the Tourism System Planning for the 2021-2030 period, with a vision to 2045; Support from the state budget for essential infrastructure investment projects at a number of key tourist destinations and community tourism areas; Cooperate with international media partners to develop a comprehensive plan to promote Vietnam on these channels...
In addition, the Hanoi Department of Tourism proposed to coordinate with international brands in tourism fields and activities such as Michelin, Netflix... to position Vietnamese tourism in the direction of high quality, serving tourists in the high-spending group; apply electricity production prices to tourism businesses for long-term stability...
Continuing the Hanoi Department of Tourism, Ms. Bui Thi Ngoc Hieu, Deputy Director of the Ho Chi Minh City Department of Tourism, said that Ho Chi Minh City has the advantage of being a city that never sleeps, identifying entertainment tourism and nightlife activities as one of the three most attractive tourism products.
However, Ms. Ngoc Hieu said that the development of night tourism economy in Ho Chi Minh City requires the attention and coordination of the government, state management agencies with business units and people to avoid spontaneity, which is a barrier in the development of night tourism economy.

A representative of the Ho Chi Minh City Department of Tourism proposed: "Each citizen and each business household must be a tour guide and tourism ambassador to both do business and develop the economy, while also bringing its own image and color to serve tourists. Each locality needs to have its own unique and special products to take care of and build a model."
In addition, Ho Chi Minh City must ensure to minimize noise in night tourism activities; control security, order, and traffic; conduct healthy business, without threatening, soliciting, or overcharging customers; and maintain environmental hygiene...
Ms. Le Khanh suggested that the Ministry of Culture, Sports and Tourism and the National Tourism Administration continue to deploy technology application and digital transformation for tourism activities, increase training on digital transformation for localities, support tourism promotion and image promotion, and link to develop market products.
At the same time, build a tourism brand for the South Central Coast and Central Highlands, propose policies to attract investment, develop technical facilities, train human resources, support Khanh Hoa to organize national and international events to promote the tourism brand of Nha Trang in particular and Vietnam in general.
At the same time, the Khanh Hoa Provincial Department of Tourism proposed that the Ministry coordinate with the Ministry of Transport to take measures to promote, exploit and expand international flights to Vietnam, increasing the attraction of international tourists to our country by air and sea.
