Striving to bring Gia Binh airport into the top 10 most modern airports in the world

At the regular meeting of the Bac Ninh Provincial People's Committee in June, Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan requested the functional agencies of Bac Ninh province to complete the content of submitting to the National Assembly for approval of the investment policy for the road connecting Gia Binh airport with the capital Hanoi .

At the same time, Mr. Vuong Quoc Tuan said that Bac Ninh province will coordinate with the Ministry of Public Security and relevant agencies to submit to the Politburo for approval the investment policy of Gia Binh airport with the scale of a "5-star" international airport, striving to be in the top 10 most beautiful and modern airports in the world.

Previously, as Lao Dong reported, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan also signed a document reporting to the Ministry of Public Security to synthesize and report to the Government Party Committee and the Prime Minister for consideration and report to the Politburo for approval of special mechanisms to speed up the progress of Gia Binh airport project and the project to invest in building a road connecting Gia Binh airport with Hanoi capital (section through Bac Ninh province).

In a report sent to the Prime Minister at the end of April, the People's Committee of Bac Ninh province proposed a route connecting Gia Binh airport with Hanoi capital and connecting Kenh Vang bridge to Hai Duong province with a total length of about 31.6km in Bac Ninh province, with a cross-section of 120m, including:

The section from Gia Binh airport to Hanoi capital is about 22.9km long. The section from Gia Binh airport to Kenh Vang bridge, to Hai Duong is about 8.7km long.

Estimated investment cost in Bac Ninh province is about 40,300 billion VND.

Regarding investment form and plan: Competent authority: People's Committee of Bac Ninh province; Project Contract Type: Build - Transfer Contract (BT Contract).

Payment method for Investors: Expected to use land fund located in Bac Ninh province.

In order to "complete the synchronization of the international airport and connecting road by 2026 at the latest" as directed by the Prime Minister, the People's Committee of Bac Ninh province also proposed that the Prime Minister consider approving a number of specific policy mechanisms to implement the route connecting Gia Binh airport with the capital Hanoi.

Some specific policies proposed by the People's Committee of Bac Ninh province are:

Carry out investment preparation, site clearance, and construction project implementation in parallel with adjusting and updating the Provincial Planning.

Allows simultaneous implementation of procedures to shorten the implementation time of other Projects and PPP Projects, BT contract type.

Based on the scale, route direction and preliminary total investment approved by the Prime Minister as mentioned above, the People's Committee of Bac Ninh province is allowed to decide to apply the form of direct bidding to investors before the effective date of the PPP Law (BT contract type) on July 1, 2025.

Allowing the appointment of shortened bidding packages for consulting, bidding packages for technical infrastructure relocation, bidding packages for compensation, support, and resettlement of land acquisition and clearance for BT projects and counterpart projects of BT projects in Bac Ninh province.

Started by the Ministry of Public Security in December 2024, Gia Binh airport in Xuan Lai commune and Gia Binh town, Gia Binh district, Bac Ninh province, covering 125 hectares, is expected to be completed by the end of 2025. This will be a level 3 helicopter airport, level 3 military, and level 3C civil equivalent.

According to the new planning approved by the Ministry of Construction, in the 2021-2030 period, Gia Binh International Airport will reach level 4E (according to the standard code of the International Civil Aviation Organization - ICAO), with a capacity of about one million passengers and 250,000 tons of cargo per year.

By 2050, the airport will maintain level 4E, increasing its capacity to about 3 million passengers and one million tons of cargo per year.

The airport is planned on 363.5 hectares of land, of which construction land in the airport area is about 246 hectares, civil aviation land is 85 hectares, and barracks land is 31 hectares.
