At the talks, President Abdel Fattah El-Sisi, on behalf of the Egyptian people, expressed his pleasure at welcoming President Luong Cuong and his wife, and affirmed that the State visit of the President and the high-ranking Vietnamese delegation is an important milestone, opening a new phase of cooperation for the relationship between the two countries after more than 60 years of establishing diplomatic relations.
Expressing deep admiration for President Ho Chi Minh, praising the glorious history and remarkable development achievements that Vietnam has attained under the wise leadership of the Communist Party of Vietnam , President Abdel Fattah El-Sisi emphasized that Egypt always cherishes and wishes to further promote the traditional friendship and close ties between brothers with Vietnam.
Expressing his joy at making his first State visit to Egypt, a country with a long-standing and brilliant civilization, President Luong Cuong thanked the President, leaders and people of Egypt for the warm and respectful welcome given to the delegation.
President Luong Cuong recalled the affection that President Ho Chi Minh and the Vietnamese people had for Egypt, affirming Vietnam's respect for the bilateral relationship between the two countries that was nurtured by President Ho Chi Minh, President Gamal Abdel Nasser and generations of leaders and people of the two countries since the early days of the struggle for national liberation.
On this occasion, President Luong Cuong respectfully conveyed the greetings of General Secretary To Lam, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man to the President, leaders and people of Egypt.
In a friendly and open atmosphere, the two leaders discussed the socio-economic development of each country, welcomed the positive developments in Vietnam-Egypt relations, and affirmed their determination to create breakthroughs for bilateral cooperation in all fields.
On that basis, in accordance with the level of bilateral relations, meeting the aspirations of the people of the two countries as well as with the desire to contribute to peace, stability, cooperation and development in each region and in the world, the two sides agreed to upgrade bilateral relations to Comprehensive Partnership.

President Luong Cuong and Egyptian President Abdel Fattah El-Sisi agreed that the two countries will continue to support and cooperate closely; further deepen political trust and implement breakthrough measures to enhance trade and investment cooperation.
The two leaders also discussed opportunities to expand cooperation into new areas such as innovation, science and technology, green transformation, digital transformation, etc., and agreed to continue perfecting bilateral legal frameworks to create a foundation for comprehensive cooperation between the two countries.
In order to promote balanced and mutually beneficial trade between the two sides, President Luong Cuong said that Vietnam agreed with the policy of opening its market to a number of Egyptian products of interest and asked Egypt to facilitate Vietnamese goods to access the Egyptian market. Agencies of the two countries will soon unify procedures according to international practices to implement this policy.
President Abdel Fattah El-Sisi affirmed that with its position connecting three continents and through its extensive network of free trade agreements, Egypt is ready to act as a bridge for Vietnamese businesses and goods to access the Middle East and African markets, and agreed to discuss the possibility of establishing new bilateral trade cooperation frameworks, thereby contributing to increasing trade turnover in the coming time.
The two sides agreed to establish a working group to study the possibility of negotiating a Vietnam-Egypt Free Trade Agreement; promote educational cooperation, people-to-people exchange, enhance tourism promotion connections, and promote destinations, culture, and people of both sides.
The President thanked Egypt for providing Arabic language scholarships for Vietnamese students, and proposed expanding cooperation and student exchanges in new fields such as halal, agriculture, and international relations, as well as sharing experiences and supporting Vietnam in preserving, conserving and promoting national cultural values, building museum management, and developing sustainable tourism.
On this occasion, President Luong Cuong asked Egypt to pay attention to and create favorable conditions for the Vietnamese community to live, study and work stably in Egypt, contributing to the development of Egypt and strengthening relations between the two countries.
Discussing regional and international issues of mutual concern, President Luong Cuong highly appreciated Egypt's role as an intermediary and conciliator in seeking solutions to conflicts in the region.
The Egyptian President welcomed Vietnam's stance on the just struggle of the Palestinian people and agreed that promoting the two-state solution is an important goal to achieve sustainable and long-term peace in the Middle East.
Regarding the East Sea issue, the two leaders affirmed their support for resolving disputes by peaceful means on the basis of respect for international law, the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS) to ensure peace, security, safety, freedom of navigation and aviation in the East Sea.
The two leaders agreed to uphold international law and the UN Charter, enhance close coordination, consultation, and mutual support on regional and world issues at multilateral forums, for the benefit of the people of the two countries, for peace, stability, and development in the region and the world.

After the talks, President Luong Cuong and Egyptian President Abdel Fattah El-Sisi witnessed the signing of many important cooperation documents, including the Memorandum of Understanding between the Vietnamese Ministry of Industry and Trade and the Egyptian Ministry of Planning, Economic Development and International Cooperation on economic cooperation; and the Memorandum of Understanding between the Vietnamese Ministry of Interior and the Egyptian Ministry of Local Development on cooperation in the field of local development.

During the State visit of President Luong Cuong, the two countries' Ministries of Defense also signed a Letter of Intent on defense cooperation and a Memorandum of Understanding between the Vietnam Peacekeeping Department and the Egyptian Liaison Office with International Organizations. Leaders of ministries, sectors and businesses of the two sides also had meetings and reached many other agreements in the fields of finance, agricultural trade and oil and gas exploration and exploitation.
