National Assembly Chairman: Supervision to create national development in the new era

This morning, the National Assembly Standing Committee organized a National Assembly Forum on Supervisory Activities. In his opening speech, National Assembly Chairman Tran Thanh Man said that with the theme "National Assembly Supervision for Creation", this is the first supervisory forum organized by the National Assembly Standing Committee.

Monitoring is for creation

According to the National Assembly Chairman, the supervision has been directed by President Ho Chi Minh since 1946. President Ho Chi Minh also supervised many important socio-economic areas, staying close to the people to understand them.

Through the generations of National Assembly Chairmen such as Truong Chinh, Le Quang Dao, Nguyen Huu Tho... there were supervisory activities and supervision was considered to be for the construction, development and protection of the Fatherland. Supervision today is for the construction and development of the country in the new era, the era of national development.

Recently, the 15th National Assembly has paid great attention to supervision work, supervision of the fields under the National Assembly Standing Committee and the fields under the National Assembly. Many supervisions have been carried out seriously, with quality and have been reported to the National Assembly deputies, voters and the people.

Attention has been paid to the work of perfecting the institution of supervision activities, and close and timely coordination between the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the People's Court, the People's Procuracy... Questioning activities have become an effective form of supervision of the activities of the National Assembly.

Through the supervision work, the National Assembly's stance of accompanying the Government is clearly demonstrated. Especially in the past 2 years, the work of people's petitions has been reported monthly to the National Assembly Standing Committee. The supervision of documents violating the law has become increasingly practical and effective, each year better than the previous year.

The National Assembly Chairman informed that there is now Resolution 66 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution 197 of the National Assembly...

Promote strengths to overcome shortcomings

However, the National Assembly Chairman noted that there are still limitations, difficulties and problems in supervision. Therefore, today's forum was organized to point out the limitations and propose solutions to resolve them.

The forum also discussed the incomplete implementation of the conclusions and recommendations of the recent supervision; the monitoring and urging of the implementation of the supervision conclusions were not drastic and regular (post-supervision); the coordination between the National Assembly's supervision activities and the auditing, inspection and examination activities was sometimes not tight.

The fact that there is currently no clear and favorable mechanism and policy for people and voters to exercise their right to supervision; the mechanism and conditions to ensure supervision activities do not meet requirements are also problems.

“Today's forum will discuss solutions to promote advantages to overcome shortcomings,” the National Assembly Chairman emphasized.

“The supervision activities of the National Assembly and the National Assembly Standing Committee must be substantive in supervising laws, decrees, and circulars. Thereby, we can see whether the decrees issued are in line with the laws, whether the decrees are in accordance with the laws, and whether the circulars are in accordance with the decrees and the laws. This is an issue that we must do regularly,” the National Assembly Chairman noted.

The National Assembly Chairman said that in the future, the National Assembly may only supervise once a year, but the National Assembly Standing Committee must supervise many times, regularly, and suddenly to detect problems and promptly resolve difficulties.

“Currently, the socio-economic situation is constantly changing, requiring us to adjust laws, decrees, and circulars to suit the international and domestic situation. The National Assembly Standing Committee has received opinions from National Assembly deputies to amend the Law on Supervisory Activities of the National Assembly and People's Councils, and submit it to the National Assembly for consideration and approval at the 10th session,” said the National Assembly Chairman.

In this 10th session, the Government will present over 90 contents, including 47 laws, with the spirit that the Government will present any laws that are approved at the session according to the shortened process.

The National Assembly Chairman stated that General Secretary To Lam's direction is to promptly study and clearly define the method and form of supreme supervision of the National Assembly in accordance with reality, avoiding overlapping with the activities of other state agencies causing waste; continue to improve the quality of questioning, explaining, and supervising legal documents; focus on monitoring, reviewing, and urging the implementation of supervision recommendations.

Today's forum focuses on two topics: The National Assembly's supervisory activities contribute to the country's socio-economic development; The National Assembly's supervisory activities contribute to perfecting the legal policy system.

The National Assembly Chairman expressed his belief that the forum will receive many opinions, intelligence, enthusiasm and responsibility from National Assembly deputies, experts, scientists and researchers, actively contributing to perfecting institutions related to supervision activities in the new period of the country.

Thereby contributing to promoting socio-economic development, ensuring national defense and security, building a clean and strong political system, and preventing corruption and negativity.
