Step by step affirming the role and mission as the Government 's policy bank

On August 6, Deputy Prime Minister Ho Duc Phoc attended and delivered a speech at the 4th Congress of the Party Committee of the Vietnam Development Bank (VDB), term 2025-2030.

The congress was attended by 117 delegates, representing nearly 1,000 party members in the entire Party Committee, who are excellent delegates, representing the intelligence, political mettle and solidarity of the Party Committee. Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh sent a congratulatory flower basket.

In his opening speech, Member of the Government Party Executive Committee, Secretary of the Party Committee of the 3rd tenure, Chairman of the Board of Directors of the Vietnam Development Bank Le Van Hoan said that in the past term, the Party Committee of the Vietnam Development Bank (VDB) led the Party Committee to overcome difficulties and challenges, maintain stable operations, and basically achieve the goals set out in the Resolution of the 3rd Congress, term 2020-2025.

The Party Committee focused on leading and directing the unit to actively implement political tasks, focusing on implementing the restructuring project according to the direction of the Politburo and the direction of the Government: The organizational structure was gradually streamlined, improving operational efficiency; bad debt handling achieved many remarkable results, especially investment credit funding activities were increasingly expanded, gradually affirming the role and mission of VDB as an investment financial institution and a policy bank of the Government.

Entering the new term, in the context of many fluctuations in the domestic and global economy, VDB must make strong efforts to innovate, develop operational capacity, increase competitiveness and operating methods in accordance with international standards and good practices, and with the development trend of the times. At the same time, it is necessary to accelerate the implementation of the restructuring plan to operate effectively, safely and sustainably; be more proactive and steadfast throughout the development process.

According to the Political Report, for the 2020-2025 term, VDB will ensure the stability of the system's operations, ensure capital needs; focus all resources on implementing the Restructuring Project for the 2019-2021 period and the Restructuring Plan, and VDB's operational orientation for the 2023-2027 period...

VDB has focused strongly on debt collection. In 2024 and the first 6 months of 2025, VDB has implemented new project loans according to Decree 78/2023/ND-CP; outstanding loans in the first 6 months of 2025 increased by 0.2% compared to the end of 2024. The difference between revenue and expenditure has improved significantly each year. In the period of 2022-2024 and expected in 2025, the annual difference between revenue and expenditure is positive and tends to increase, achieving the target set by the Resolution of the Party Congress of the NHPT for the term 2020-2025.

Implementing the Prime Minister's direction, in the 2020-2021 period, VDB has reduced the number of transaction offices and branches to 30 and reduced the number of departments at the head office to 14 by the end of 2021. In 2025, after restructuring, VDB will have 12 units under the Development Bank and 29 branches/transaction offices.

In recent years, the Party building work in the Party Committee has achieved many outstanding results. Speaking at the Congress, Deputy Prime Minister Ho Duc Phoc stated that this Party Congress is an extremely important political event, demonstrating the spirit of innovation and creativity in the new era, the era of national development. At the same time, the Congress will orient the development of VDB in the coming time.

The central report of the VDB Party Committee presented at the congress was prepared with a high sense of responsibility, demonstrating the determination, drasticness and effectiveness of all party members and employees in the entire system of the Vietnam Development Bank.

Deputy Prime Minister Ho Duc Phoc emphasized: During the past term, the world, regional and domestic situations faced many challenges, especially the COVID-19 pandemic, natural disasters, floods and difficulties caused by the impact of the world economy, but under the guiding light of the Resolution of the 13th National Party Congress, the leadership of the Politburo, the Central Executive Committee and the Government, our country's socio-economic situation has achieved many great achievements.

Specifically, high economic growth, budget revenue continuously exceeding estimates, public debt decreasing, high import and export, large trade surplus. Economic balances are maintained. Basic socio-economic indicators exceed and reach the set plan.

In particular, in 2024, our country's GDP will reach 7.09% and in the first 6 months of 2025, it will grow by 7.52%. The CPI in 2024 will reach 3.63%, budget revenue will reach 2,043 trillion VND. Import-export turnover will reach 786.29 billion USD. Public debt will decrease to 36%, budget deficit will be low, only reaching 3.6% of GDP...

For the Vietnam Development Bank, during the past term, the bank has gradually overcome difficulties. The bank's Party Committee has resolutely directed the implementation of solutions and conclusions of the Politburo and the Government's directions.

The bank has controlled credit quality well, not only not causing bad debt but also reducing the bad debt ratio compared to December 31, 2021 by over VND 16,000 billion. Accumulated losses have been reduced by VND 4,500 billion, accounting for 56%. Revenue and expenditure have been balanced and capital sources have been provided to the economy.

The bank's Party Committee has been united, unanimous, highly unanimous, and has continuously innovated and developed during the past term.

Vietnam Development Bank is a policy bank serving the State's development investment, implementing preferential credit programs to support businesses, investing in essential sectors and socio-economic development in areas assigned by the Government.

Therefore, the heavy task requires the Party Committee to strive, unite, innovate, overcome all difficulties and limitations that the central report pointed out at today's Congress, and implement many important breakthrough solutions for the Vietnam Development Bank to develop sustainably, improve the income and life of its staff and workers.

Focus on successfully implementing the Project on restructuring the Vietnam Development Bank

The Standing Committee of the Government Party Committee unanimously appreciated the quality of the draft documents of the Party Executive Committee submitted to the congress and the Party Committee's records submitted to the congress, including the personnel plan.

Comrade Ho Duc Phoc emphasized a number of issues regarding the assessment of the situation, goals, tasks, and solutions of the Party Committee's work in the 2025-2030 term for delegates to discuss and contribute to clarifying the situation, tasks, and solutions; thereby making decisions on the correct goals to strive for.

Firstly, focus on building a highly united, clean and strong Party organization, improving the leadership capacity and fighting strength of Party organizations, Party committees, cadres and Party members, performing well the tasks of Party building, identifying this as the key task that determines the successful implementation of the tasks of the term.

Second, direct the implementation of restructuring, innovation and improvement of operational efficiency; focus on successfully implementing the Project on restructuring the Vietnam Development Bank for the period 2023-2027 according to the conclusion of the Politburo and Decision 90 of the Prime Minister...

Third, focus on leading the implementation of drastic and effective measures to successfully complete the targets and tasks for 2025-2030, focusing on completing the credit growth target for 2023-2027 according to the restructuring plan approved by the Prime Minister, increasing by 3-5% in the 2023-2025 period and increasing by 10% in the 2026-2027 period.

Propose that the Vietnam Development Bank actively seek effective projects in the 2025-2030 period, striving for the contracted capital in this period to reach over 50 trillion VND and disburse over 40 trillion VND in capital.

Fourth, do a good job of forecasting, building development strategies, regularly researching, evaluating, and making timely adjustments during the integration process, building corporate culture, building the bank's brand, promoting potential, encouraging the spirit of ownership, initiative, and work efficiency of employees.
