Proposing a special mechanism to remove difficulties for projects and land in inspection conclusions and judgments nationwide

The Government submitted to the National Assembly proposals for specific mechanisms and policies to remove obstacles for projects and land in the conclusions of inspections and judgment examinations nationwide.

On the morning of December 8, Minister of Finance Nguyen Van Thang presented to the National Assembly a resolution to expand the scope of application of Resolution 170/2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

Removing obstacles for thousands of pending projects

According to the Government's report, implementing Conclusion 77/2024 of the Politburo , Resolution 170/2024 of the National Assembly in 5 localities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Tay Ninh), as of December 1, 2025, 1,759/2,161 projects and real estate have been processed (reaching 81.39%).

The total investment capital of these projects is about 220,433 billion VND, bringing more than 6,000 hectares of land into exploitation and use. The remaining 402 projects and real estate facilities (18.61%) are being actively handled by localities.

The above results show that the policy of removing obstacles for projects with inspection, examination and judgment conclusions is very effective, suitable to practical needs, and has been seriously implemented.

This will help remove obstacles for thousands of backlogged projects, contributing to unlocking resources to promote economic development and combat waste.

In the process of implementing Conclusion 77, Da Nang City and Khanh Hoa Province reviewed, synthesized and proposed 230 projects and lands with similar legal situations.

The Government's Steering Committee 751 also reviewed and compiled 1,104 projects and lands that had inspection, examination and judgment conclusions nationwide with similar legal situations in conclusion 77, resolution 170.

Realizing the need to apply a special mechanism to remove obstacles, the Government Party Committee submitted a report and the Politburo gave its opinion on November 18, 2025.

To concretize the Politburo's directive, the Government submitted to the National Assembly a resolution to expand the scope of application of Resolution 170 nationwide.

The Government affirmed that the draft resolution ensures decentralization, delegation of power, and enhances the implementation responsibility of localities; does not legalize violations; prevents and combats corruption, negativity, and waste; and strictly handles the responsibilities of relevant individuals and groups according to regulations.

The draft is built in accordance with objective reality and specific historical circumstances; harmonizes the interests of the state, people and investors; protects the legitimate rights and interests of relevant parties; ensures that disputes and complaints do not arise, especially disputes involving foreign elements.

The Government proposes to add more regulations to projects and land whose time of violations and infractions is determined in the conclusion of inspections, examinations, and judgments before the effective date of this resolution, to avoid continuing to handle newly arising violations.

The draft stipulates a framework to expand the scope of application of specific policies stipulated in a number of articles of Resolution 170. The Government is assigned to prescribe guidelines for implementation and promulgate a specific list.

The project lists, when issued, will specify the time limit for implementing each specific policy.

Examining this content, the National Assembly's Economic and Financial Committee agreed to issue a resolution to remove obstacles for projects that have been inspected, examined, and sentenced nationwide.

Thereby completely resolving long-standing backlog projects, freeing up investment resources, and maximizing the value of land resources.

However, the inspection agency requested to clarify the regulations on the application of the resolution to "projects and land whose time of violations and infractions were determined in the inspection, examination and judgment conclusions before the effective date of this resolution".

The Committee also proposed to clearly stipulate that the Government is responsible for providing guidance and organizing the implementation of the resolution.

Issue a list in the inspection, examination and judgment conclusions with similar legal situations and take full responsibility for the accuracy, completeness and honesty of the list of projects, land, etc.
