The 2025 Prime Minister's Conference on Dialogue with Vietnamese Farmers will have the theme "Applying Science and Technology, Innovation and Digital Transformation in Farming".
The event further affirms the vital role and immense influence of agriculture , farmers, and rural areas (the "Three Rural Issues") on the country's development.

At the conference, in response to questions about policies supporting agricultural credit, Mr. Nguyen Ngoc Canh, Deputy Governor of the State Bank of Vietnam, stated that the State Bank of Vietnam always identifies agriculture, farmers, and rural areas as priority sectors, directing the majority of credit flows into these areas.
Over the past period, the State Bank of Vietnam has advised the Government to issue Decree No. 55/2015/ND-CP on credit policies serving agricultural and rural development, and has regularly advised, reviewed, and supplemented Decree 55/2015/ND-CP and Decree No. 116/2018/ND-CP to suit implementation needs as well as new development directions in this field.
Currently, there are four priority policies for borrowers in this sector. For example, regulations allowing unsecured loans from VND 300 million to VND 5 billion for agricultural customers in rural areas; Decree 98/2018/ND-CP on policies to encourage cooperation and linkages in agricultural production and consumption. In addition, customers can use assets to finance loans, and there are specific policies for handling risks such as natural disasters and epidemics.
By the end of August 2025, outstanding credit in the agriculture and rural sector nationwide reached approximately VND 3.98 million billion, an increase of 8.46% compared to the end of 2024 (compared to a 4.64% increase in the same period of 2024), accounting for 22.76% of the total outstanding credit in the economy, with approximately 14.56 million customers still having outstanding loans.
Credit is primarily focused on individual customers and households, accounting for approximately 68% of the total outstanding loans to the State Treasury; followed by corporate customers at 31.5%.
In addition, a credit program for the agriculture, forestry, and fisheries sector, implemented since 2023, offers loans in Vietnamese Dong with interest rates at least 1%-2% lower per year than the average lending interest rate for the same term applied by the lending bank during each period, with an initial scale of 15,000 billion VND.

The Deputy Governor further informed that in 2024-2025, continuing to implement the directives of the Government and the Prime Minister, the State Bank of Vietnam will increase the scale of the Program four times to VND 30,000 billion, VND 60,000 billion, VND 100,000 billion, and currently VND 185,000 billion; at the same time, expanding the scope and subjects of participation to become the Program for agricultural, forestry, and aquatic products.
In addition to commercial credit channels, the Vietnam Bank for Social Policies (VBSP) is currently implementing 23 preferential policy credit programs for poor households and policy beneficiaries. A large proportion of these programs are focused on investing in agriculture, farmers, and rural areas, contributing to the rapid achievement of sustainable poverty reduction goals and the goal of building new rural areas.
By September 30, 2025, the total outstanding balance of policy credit reached VND 398,065 billion, an increase of VND 30,434 billion, or 8.3%, compared to 2024, with nearly 6,731,000 poor households and policy beneficiaries still having outstanding loans.
The total outstanding loan balance for high-tech agriculture reached over 29,000 billion VND. Basically, the policy mechanisms, loan limits, loan terms, preferential limits, etc., of the policies implemented so far have been consistent with the guiding circulars, directing credit capital towards agriculture, farmers, and rural areas.
