On the morning of December 10th, a working group from the Civil Defense Command of the Ministry of Industry and Trade, led by Mr. Pham Tuan Anh, Deputy Head of the Command and Director of the Department of Industrial Safety and Environment, conducted an inspection of the Tri An Hydropower Plant in Dong Nai province to assess the actual operation of the plant during the recent floods.

The delegation included representatives from the Standing Office of Civil Defense of the Ministry of Industry and Trade, the Department of Industry and Trade of Dong Nai province, Vietnam Electricity Group (EVN), Tri An Hydropower Company, and other related units.

During the inspection, Tri An Hydropower Company reported on its operational activities and disaster response plans. Based on the opinions of the members of the working group, Mr. Pham Tuan Anh, Deputy Head of the Civil Defense Command of the Ministry of Industry and Trade and Director of the Department of Industrial Safety and Environment, representing EVN, gave directives.

Accordingly, the delegation acknowledged and highly appreciated the efforts and sense of responsibility of Tri An Hydropower Company and its units in promptly implementing comprehensive solutions to respond to the rains, ensuring the safety of the hydropower plant, and significantly contributing to reducing exceptionally large floods from the upstream to the downstream area of ​​the Dong Nai River; and the timely direction of the Dong Nai Provincial People's Committee in directing the operation to regulate and reduce the amount of water released downstream.

However, the working group requested that the units continue to uphold their sense of responsibility and strengthen coordination with local authorities and downstream hydropower plants in ensuring the safety of the structures and preventing natural disasters (the "four on-site" principle).

" Strengthening and improving the effectiveness of information and warning systems through various methods to local authorities and households in the downstream areas of the dam when operating water release and regulating water flow to the downstream areas, especially during periods of rain and floods, " Mr. Pham Tuan Anh emphasized.

According to Director Pham Tuan Anh, the Tri An Hydropower Plant needs to strictly adhere to the reservoir and inter-reservoir operating procedures approved by competent authorities. It should promptly review and adjust the content of the hydropower reservoir operating procedures to suit the local authorities at both levels, adding solutions and plans for handling unusual situations when floods exceed the control flood level, for submission to competent authorities for approval. If necessary, it may propose amendments to the legal documents regulating the operating procedures.

Simultaneously, immediately conduct a comprehensive inspection and assessment of the condition of hydraulic equipment, construction items, landslide locations, and landslide risks after the flood to implement corrective measures for any defects or incidents (if any), ensuring absolute safety for the project.

Director Pham Tuan Anh also stated that, following the historic flood, the company is requested to review and reassess shortcomings in reservoir operation to promptly propose adjustments to the inter-reservoir operating procedures and reservoir operating procedures to develop appropriate reservoir operation and regulation plans for extreme weather events like the recent flood. Priority should be given to allocating the reservoir's useful capacity to flood control downstream, including flexible pre-flood water level regulations to maximize flood control capacity.

Specific regulations on monitoring of structures, specialized meteorological and hydrological monitoring, calculation of inflow to reservoirs, and monitoring of downstream reservoirs are necessary to proactively and promptly advise and propose to competent authorities decisions on reservoir operation to ensure the goal of minimizing flood reduction for downstream areas, in accordance with the directives of the Party Central Committee in Conclusion No. 213-KL/TW dated November 21, 2025, on continuing to implement Directive No. 42-CT/TW dated March 24, 2020, on strengthening the Party's leadership over the work of preventing, responding to, and mitigating the consequences of natural disasters, ” the Deputy Head of the Civil Defense Command of the Ministry of Industry and Trade noted.

During the inspection, Director Pham Tuan Anh also stated that the Tri An Hydropower Plant Expansion Project is currently under construction and is being managed by the Project Management Board of Power Plant 3, Vietnam Electricity Group. Therefore, he requested that Tri An Hydropower Company continue to coordinate with Project Management Board of Power Plant 3 to ensure absolute safety for personnel and equipment.
