According to the Ministry of Construction , in 2025, despite unusual weather patterns, numerous storms and tropical depressions causing heavy rain and flooding in many areas, resulting in significant loss of life and property, ministries, agencies, localities, project management boards, contractors, consultants, officials, workers, and laborers worked enthusiastically and diligently, overcoming difficulties and making sacrifices, prioritizing quality and progress above all else.
To achieve the goal of completing 3,000 km of expressways by 2025, it is projected that by the end of 2025, the whole country will have completed more than 3,800 km, including over 3,300 km of main expressway routes and 458 km of access roads. Of this, as of August 19, 2025, more than 2,600 km of expressways have been completed and put into operation, including nearly 2,500 km of main routes and 144 km of access roads.
As planned, on December 19, 2025, more than 3,500 km of expressway with nearly 3,200 km of main route and 325 km of access road will be completed. At the same time, 1,700 km of coastal road will be completed. In particular, the Long Thanh International Airport Project will also complete component projects to deploy technical flights.
Also according to the Ministry of Construction, as of December 8, 2025, the Ministry of Construction has compiled 245 projects and works in 34 provinces and cities that will hold groundbreaking and inauguration ceremonies on December 19, 2025.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the proactive and positive involvement of the members of the steering committee, ministries, localities, investors, project management boards, contractors, and especially the staff, civil servants, engineers, and workers on the construction sites, who have strived to overcome the difficulties and challenges caused by the recent historical natural disasters and floods, and regain the progress lost due to the disasters. He also thanked the people for their consensus, support, and assistance in the implementation of the projects and works.
Prime Minister Pham Minh Chinh requested: Relevant agencies must complete the target of putting into operation at least 3,000 km of expressways and about 1,700 km of coastal roads by 2025.
For the Long Thanh Airport Project Phase 1, ministries, agencies, and managing agencies of component projects, especially the Vietnam Airports Corporation (ACV), strictly implement the direction of General Secretary To Lam, urgently review the remaining work, and develop a detailed plan to ensure the technical flight on December 19, 2025. At the same time, continue to complete construction items and organize trial operations to ensure commercial operations in early 2026.
