Commenting on the Government's term in the discussion session on the morning of December 4, delegate Pham Van Hoa (Dong Thap) noted that in a challenging term with the Covid-19 pandemic and natural disasters devastating the socio -economy and the country, the Government and the Prime Minister have led decisively, contributing to bringing economic growth towards the double-digit target.

The recovery and development of the socio-economy and investment attraction are focused on, along with the restoration of state economic projects that have been "covered" for many years to make a profit, making up for losses in previous years.

According to delegate Hoa, budget revenue has increased year by year, and disbursement has gradually improved. Transport and energy infrastructure has been invested in a central and key manner, with highways connecting from North to South, especially the Mekong Delta, which for the first time in the term has an inter-provincial highway.

“Voters across the country highly appreciate the Government and the Prime Minister's direction, management, and removal of difficulties for businesses, ensuring social security at all times and places, especially in emergency situations, where Government leaders are always present to provide timely direction,” Mr. Hoa emphasized.

In the coming term, delegates suggested that the Government pay attention to overcoming shortcomings related to administrative procedures in a number of areas such as land, investment, construction, environment or difficulties of the two-level local government model.

Assessing that the coming term will have many challenges mixed with advantages, delegates from Dong Thap province expect economic growth to exceed double digits and the Government will direct and operate to overcome limitations, innovate thinking and actions, resolutely overcome all difficulties, turn challenges into opportunities, and aim for Vietnam to become a developed country with high income by 2045.

Delegate Nguyen Tam Hung (HCMC) also agreed that the Government has operated firmly - flexibly - resolutely - creatively.

“In particular, the last two years of the term marked outstanding reforms in institutions, decentralization - delegation of power, strategic infrastructure, implementing the great revolution of streamlining the apparatus from 3 levels to 2 levels and promoting a new growth model in the direction of green - digital - innovation, contributing to creating a new foundation for the next development stage of the country,” Mr. Hung emphasized.

Regarding macroeconomic stability and recovery and growth, delegate Hung stated that in the context of fierce global strategic competition and strong fluctuations in the global financial and monetary markets, Vietnam has still maintained macroeconomic stability, controlled inflation and ensured major balances.

However, he said that the resilience of some markets is still limited, especially the capital market, real estate and high-quality labor. The delegate suggested that the Government continue to promote the completion of the multi-objective economic management mechanism; strongly deploy the controlled policy testing mechanism to test new economic models before legalization; manage risks while creating development opportunities.

Regarding the improvement of institutions and law enforcement, Mr. Hung said that the 2021-2026 term has achieved a historic breakthrough in building and perfecting institutions with the largest volume of legal documents issued ever. Many legal bottlenecks have been removed, but the quality of law enforcement is still uneven.

Delegate Hung suggested that the Government further promote decentralization and delegation of power associated with control of power and personal responsibility; clearly stipulate the mandatory deadline for issuing guidance documents, and use implementation results instead of records and procedures as criteria for evaluating officials.
