On December 4, the National Assembly discussed in the hall: Reports on the 2021-2026 term of the President and the Government; Draft Report on the 15th term of the National Assembly; Reports on the 15th term of the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, the State Audit; Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy .  

Commenting on the Government's 2021-2026 term summary report, Delegate Nguyen Tam Hung (Ho Chi Minh City Delegation) highly appreciated the sense of responsibility, strategic vision and profound summary of the Government Report. In the context of unprecedented global fluctuations, the Covid-19 pandemic causing disruptions in supply chains and declining global growth, the Government has operated steadfastly, flexibly, decisively and creatively, promptly shifting the state from "anti-epidemic" to "safe, flexible adaptation, effective control of the Covid-19 pandemic" and fully opening the economy from the beginning of 2022, creating a premise for strong recovery for the entire economic and social life of the country. In particular, the last two years of the term marked outstanding reforms in institutions, decentralization - delegation of power, strategic infrastructure, implementing the great revolution of streamlining the apparatus from 3 levels to 2 levels and promoting a new growth model in the direction of green - digital - innovation, contributing to creating a new foundation for the next development stage of the country.

Regarding macroeconomic stability and growth recovery, according to Mr. Hung, the results of the term affirm the Government's economic management capacity. In the context of fierce global strategic competition and strong fluctuations in the global financial and monetary markets, Vietnam has maintained macroeconomic stability, controlled inflation and ensured major balances; public investment has been strongly promoted, food and energy security has been maintained, and the private economy has continued to develop into an important driving force. However, the resilience of some markets is still limited, especially the capital, real estate and high-quality labor markets; policy lags have also slowed down the absorption process of the economy.  

Therefore, Mr. Hung suggested that the Government continue to promote the completion of the multi-objective economic management mechanism, approaching it according to   policy clusters” instead of individual laws; vigorously deploying controlled policy testing mechanisms to test new economic models before legalization; managing risks while creating development opportunities.

Referring to the improvement of institutions and law enforcement, Mr. Hung acknowledged that the 2021-2026 term has achieved a historic breakthrough in building and perfecting institutions, with the largest volume of legal documents issued ever; many legal bottlenecks have been removed, many new areas have been institutionalized such as digital economy, green economy, circular economy, carbon market, science - technology and innovation. However, the quality of law enforcement among ministries, branches and localities is still uneven; there is still a delay in issuing guiding documents. From the above analysis, the delegate of Ho Chi Minh City Delegation suggested that the Government further promote decentralization and delegation of power associated with control of power and personal responsibility; clearly stipulate the mandatory deadline for issuing guiding documents, and use implementation results instead of records and procedures as criteria for evaluating officials.

Regarding infrastructure development, innovation and digital transformation, although it is noted that in the last 2 years of the term, a strong mark has been made on strategic infrastructure, especially transportation, energy and national digital infrastructure; at the same time, an innovation and digital transformation ecosystem has been formed in many industries and fields. However, Mr. Hung is concerned that innovation capacity has not really become a driving force for growth; investment in science,   Technology is still scattered; the connection between institutes, schools and enterprises is not strong. Therefore, it is recommended that the Government increase priority on resources and superior mechanisms for AI, semiconductors, core technology, green transformation and circular economy; develop regional and national innovation centers; encourage private investment in research and development; exploit scientific achievements into real economic value.

Referring to the quality of public administration and improving people's lives, Mr. Hung assessed that the Government has paid deep attention to social security, sustainable poverty reduction, innovation in education, health care, and social welfare; Vietnam's position and image in the international arena have been significantly improved. However, there are still a number of cadres and civil servants who still have a sense of security, fear of responsibility, and fear of making mistakes. Therefore, he suggested that the Government continue to further improve the mechanism to protect those who dare to think and act for the common good; build a national policy communication strategy, considering communication as a mandatory component of the policy-making cycle; and continue to put people's lives at the center, so that each person can clearly feel the results of the development process.

“Overall, the 2021-2026 term has left very valuable marks: innovative management thinking, drastic actions, and comprehensive results. Frankly identifying existing problems and proposing solutions today is an important basis for inheriting achievements, overcoming challenges, creating a new development stage, and realizing the aspiration of a strong and prosperous Vietnam,” Mr. Hung said, believing that with the spirit of “Party leadership, National Assembly decisions, Government actions, People's consensus”, the country will continue to develop strongly, sustainably, and reach new heights in the future.
