Immediately after storm No. 3, localities in the province mobilized forces and farmers in the province to quickly overcome the consequences and organize the restoration of agricultural production. Up to now, agricultural production activities have regained momentum, ensuring the implementation of the target of GRDP growth of the whole industry of over 4% in 2024.
According to the Department of Agriculture and Rural Development, with 7,622 hectares of rice, crops, and fruit trees damaged and flooded by storm No. 3, the total estimated output of grain crops decreased by 7,781 tons compared to the expected. To compensate for the reduced output, people have erected, pruned, and cared for broken perennial fruit trees and have initially recovered. For the 100% damaged rice and vegetable areas, people have focused on planting winter crops (corn, vegetables, flowers, etc.).
By mid-December, the whole province had planted over 6,961 hectares of winter crops (reaching 90% of the plan), and it is expected that by the end of 2024, it will reach 8,028 hectares (an increase of 4.5% compared to 2023). Typically, the corn area reached 1,041 hectares (an increase of 69 hectares), sweet potatoes reached 1,048 hectares (an increase of 78 hectares), vegetables of all kinds reached 4,950 hectares (an increase of 245 hectares), and flowers were 385 hectares (an increase of 131 hectares). For 5,000 kg of HN88 glutinous corn, people planted an area of 250 hectares and are growing and developing well.
In addition, 100% of affected and damaged livestock facilities have renovated and repaired barns, cleaned livestock areas and implemented herd restoration to ensure food supply. The concentrated livestock project of Greentech Livestock Joint Stock Company (Hai Ha district) has been in operation since the end of October 2024 with a planned scale of 5,000 sows, 20,000 weaned pigs and 40,000 pigs per litter (expected to produce 15 million kg of live pigs per year), contributing to ensuring food demand in the province.
In the forestry sector, 100% of the affected and damaged areas have been reviewed, the extent of damage assessed and the support dossiers are being completed according to regulations. Enterprises and people have exploited and recovered the damaged areas. Currently, the agricultural sector is urgently completing the overall project to restore and sustainably develop the forestry sector after storm No. 3 in the province to synchronously deploy solutions for effective production. Forestry seed production units are also stepping up production to ensure adequate seed demand and seed production for production in 2025 with a quantity of over 106 million trees (according to the plan in 2025, the whole province will plant 30,380 hectares, the demand is about 57 million seedlings), so it is guaranteed to serve the production needs in the province well.
In the aquaculture sector, by the end of November, 100% of coastal communes in Van Don district had completed handing over sea areas to nearly 1,200 farming households in the district. Households quickly restored rafts and released new breeds, including more than 100 cooperatives and nearly 300 households with a total new farming area of nearly 1,000 hectares. Mr. Dang Trung Hoi (Ha Long commune, Van Don district) said: Being assigned a sea area by the locality has given me more motivation to stick to the sea. Currently, my family is repairing and upgrading the old cage system, building new cages, and buying more breeds to release. Hopefully, when the difficulties pass, many new opportunities will open up.
Responding to people's expectations, Quang Yen Town has also handed over water surface to 420 households, of which nearly 200 households have released new breeds or prepared conditions for releasing new breeds. Up to now, about 70-80% of mollusk farms have been restored and released new breeds; cage-based marine fish farms have released large-sized fish in time to meet consumer demand at the end of the year and completed the repair and upgrading of cages to prepare for the new crop. Semi-intensive, extensive, and industrial shrimp farming households in the town have also continued to maintain production, focusing on completing their ponds, and some have released new breeds.
Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, affirmed: In 2024, despite being heavily affected by storm No. 3, the province's agricultural production maintained a fairly stable growth. Along with support solutions to help people boost production, the Department organized a conference to connect with more than 70 businesses supplying and consuming safe agricultural, forestry and fishery products with a number of northern provinces to promote the consumption of agricultural products for people.
